National Literacy Secretariat Proposal 2002-2003

Aurora College will co-ordinate three initiatives in the Northwest Territories. A Co- ordinator of Literacy Projects will be hired to co-ordinate and implement the recommendations outlined in the Aurora College Literacy Strategy. The co-ordinator will also build literacy networks in the communities by working with the Department of Education, Culture and Employment (ECE), the NWT Literacy Council and the private sector and will build a stronger literacy network throughout communities in the Northwest Territories. Secondly, Aurora College will partner with Yellowknife Association for Community Living (YACL) in the Literacy Outreach Project. This project will improve access to literacy services for learners, practitioners, literacy programs and tutors by providing recruiting and training volunteers, matching tutors and learners, coordinating a learner-centred basic literacy drop-in project for adults and extending literacy outreach in the Yellowknife community. Thirdly, the Student Success Centres in the South Slave and North Slave regions will train tutors, offer a tutoring service and workshops. Also, Aurora College will be a contributing partner to the NWT International Adult Literacy Skills Survey. Finally, the College will develop a resource manual, a student skills handbook, and a CD-ROM that will installed on all college computers which will allow students to access literacy support and academic skills assistance. The project evaluation will be based on the project objectives and outlined in the interim and final report to the National Literacy Secretariat.

Family and Community Literacy Development Project

The Northwest Territories Literacy Council (NWTLC) will work to increase the capacity of individuals and organizations within communities to address literacy issues and needs within their community. They will do this by concentrating on activities in five areas: 1) family literacy training and support, 2) community development and capacity building, 3) resource development, 4) practitioner training and development and, 5) family literacy facilitator trainee. The NWTLC will increase community-based family literacy activities, improve their website to facilitate networking, resource sharing and support to practitioners, deliver a number of training opportunities for practitioners, hold three family literacy training institutes and develop literacy "how to kits" and "resource kits". There is an evaluation plan for each of the five objectives. A final report will be submitted to the NLS.

Celebrating Youth - Multimedia Literacy Project

The NWT Literacy Council will engage youth-at-risk and out-of-school youth in the development of a multimedia presentation "Celebrating Youth in the NWT". The project will enhance the literacy skills of youth through documenting their stories using a variety of media, such as photography, poetry, songs, art and computer technology. This material will be put together in two multimedia presentations that can be shown to other youth in their community and in the territory. The NWT Literacy Council will deliver two week-long pilot workshops for youth, one in Yellowknife and one in Fort Smith, where the presentations will be researched, designed and produced. The presentations will be screened at a community public event and put on the NWTLC's website. Evaluations will be done at each stage of the project and youth will be encouraged to keep a learning journal to document the process.
