To achieve this goal, the organization plans to offer services to resource persons in the community and the public at large, to acquire ICT based educational materials, and to provide instructional staff with training on information and communication technologies. Evaluation grids will be used to assess the satisfaction of participants in the training workshops. In addition, the entire project will be evaluated, among other ways, by compiling data on the number of registrants, the number of people reached, and the number of agencies contacted.

Parents as partners as learners (PaPaL)

In collaboration with the Eastern Townships School Board, the St. Francis Literacy Council wants to recruit parents with low literacy as new literacy learners. To this end, it plans to work closely with educators at the elementary school in Lennoxville and organize home visits and training workshops. In collaboration with the Groupe d'entraide Iota and Écrit Tôt de Saint-Hubert, Aide pédagogique aux adultes et aux jeunes (APAJ) wants to develop a partnership in order to benefit from each partner's expertise and thus enhance their literacy services. The project is to involve analysing management, training, recruiting, awareness and strategic planing needs and building durable links between the partners and with other regional or provincial organizations. To evaluate the usefulness of the information exchanged, participants are to be asked for their feedback at each meeting. In addition, Aide pédagogique aux adultes et aux jeunes (APAJ) wants to launching an individual project to increase its visibility among parents with poor literacy skills in the Christ Roi community and with resource persons with dealings with these parents. To this end, the organization plans to hold a walk a thon, an "alpha-haunted" house, and a "drop-in child care" facility in an elementary school at the time that report cards are distributed. The project's results will be measured through an evaluation questionnaire to activity participants.

Alpha Stoneham wants to establish a partnership with the elementary school, Arc en ciel, to improve the quality and number of support and assistance services offered to parents with low literacy. To this end, it plans to identify and recruit parents with low literacy when their children enter Grade 1, and offer workshops and public meetings to develop the self esteem of parents and to encourage their involvement in their children's school life. Following the workshops, the organization wants to compile the work of participants to produce and publish a joint parent/child compendium. Quantitative and qualitative data will be gathered throughout the project and two evaluation reports will be prepared to measure the project's effectiveness.

Promotion et visibilité [Promotion and visibility]

Alpha-Entraide des Chutes-de-la-Chaudière wants to promote recruitment by raising the awareness of various partners and the general public to the problem of illiteracy and by increasing the organization's visibility. The organization will achieve this goal by producing new promotional materials, including brochures, an advertising insert, an information kit and an Internet page. The Carrefour d'éducation populaire de Pointe St-Charles wants to enhance its capacity to better respond to the needs of weak readers and to raise the community's awareness of the importance of plain language writing. To this end, the organization will undertake research to identify various works on writing in plain language. The next step will be to produce a brochure to raise the awareness of community groups to simplifying written materials. The Carrefour's literacy personnel will be asked to attend training sessions on plain language writing offered by other literacy organizations. The Carrefour also plans to examine the needs of certain community groups to develop and provide them with workshops on plain language writing. Lastly, the organization plans to organize various original activities to raise the awareness of literacy workers in the community to writing in plain language and to foster interest in writing for weak readers. The project's success will be evaluated using a questionnaire to be distributed after each activity, along with the extent to which the project's objectives have been achieved.

Création d'un transport collectif [Creating a community transportation network]

The Centre d'alphabétisation l'Ardoise wants to develop and expand its literacy services by establishing a permanent volunteer structure that would be responsible for raising awareness and recruiting potential learners, as well as for organizing community transportation. The organization plans to establish committees of volunteers in each parish in the western and northern parts of Portneuf county in order to recruit and provide transportation to isolated communities. Volunteers will be invited to attend human relations training aimed at preparing them to interact with the target clientele. The project's results will be measured by the number of new learners and the number of volunteers that join the Ardoise team.

A short promotional video is also planned, for use by various media and based on research by volunteers. The success of the project will be evaluated through feedback from people who will view the video or participate in the different services offered, increased enrolment in literacy classes and participation by partners.

Actions alpha

In consultation with the Centre haïtien d'animation et d'intervention sociales (CHAIS) and the Maison d'Haïti, the Centre d'alphabétisation N-A Rive de Montréal wants to design and implement a recruitment, promotion and awareness-raising campaign for literacy. To this end, it plans to produce and distribute radio advertisements and organize workshops to encourage persons with low literacy to enrol in literacy programs. Moreover, it plans to produce and distribute promotional tools at public events and through the spokesperson. The success of the promotion campaign will be evaluated through the number of participants in activities and the number of people recruited for literacy workshops. The Centre d'alphabétisation N-A Rive de Montréal also plans to carry out a separate project involving the analysis and evaluation of its past initiatives, organize a literacy congress and produce a communications plan. The results will be measured through the rate of participation in the project, the quality of comments and the scope of recommendations and their impacts.

Le Centre d'alphabétisation populaire de Beauce wants to develop educational material for adults taking literacy courses. History, geography and information and communications technology will be integrated into the reading, writing and arithmetic material produced to promote interest among people learning to become active citizens. To this end, the plan is to prepare a historical novel containing exercises and integrating projects. Research will be done in libraries and on the Internet to collect the information needed to develop the material. The success of the document will be evaluated through feedback from adult groups at different levels of training with the help of an evaluation grid. Three hundred copies of the final version of the novel will then be published and distributed.

The Centre d'organisation mauricien de services et d'éducation populaire (COMSEP) wants to renew the organization's approach to literacy for social reintegration by preparing literacy stakeholders for the difficulties experienced by individuals dealing with illiteracy and mental illness. To this end, it plans to set up a working committee, consult with organizations that are familiar with the issue and, finally, develop an action plan and code of ethics on the practices developed with this public. Moreover, three literacy workshops and a conference workshop will be organized to raise awareness among participants with regards to the experiences of people who are illiterate and suffering from mental illness. The success of the project will be measured through the evaluations conducted on the discussion and training days and the participation rate.

The Centre d'éducation populaire (Cep) de l'Estrie wants to recruit persons with low literacy by involving them in an inter-community newspaper and community radio project to promote their skills development and introduce them to the Centre's awareness-raising and recruitment activities. Seventeen learners will be recruited and trained to do the interviews with persons with low literacy in other organizations in order to prepare a joint article, which will be published in Inter.com, the Cep de l'Estrie newletter, which is available in hard copy and on their Website. Workshops will be given to help the clients targeted in its writing project, which will include the use of computers. Learners will then participate in a radio broadcast on CFLX to raise awareness in the general population in the Sherbrooke region about the problems associated with illiteracy. The success of the project will be determined through the number of participants, the success of the four bi-quarterly editions of the Inter.com newsletter and the successful broadcasting of 17 radio announcements.

The Centre d'Éducation populaire de Pointe-du-Lac wants to design educational material that will form a model of intervention in literacy among young adults in terms of skills updating. The project will be carried out with the help of a group of young adults with little education. The primary objective is to explore areas of interest and learning methods for youth, as well as the elements that interfere with or facilitate their involvement in literacy education. The young people will then be asked to develop projects designed to develop their academic and social skills, which will then be used to develop an intervention model for promoting their interest and motivation. The success of the project will be based on their participation rate and progress with literacy.

The Centre Débat wants to promote and introduce businesses in east Montréal to the cognitive education program "Apprendre à apprendre" [Learning to Learn], which aims to develop transferable skills among persons with low literacy. To achieve this, it will start by conducting a study of the training requirements and practices that are specific to the different economic sectors in this region, which has been identified as a good candidate for the project, based on a market study. Then awareness-raising tools, such as a leaflet and information kit, will be developed to familiarize local resource people with the program. Meetings will be organized with stakeholders who have shown an interest in the project, in order to set out the cooperation mechanisms that will enable them to help introduce the program in the workplace. The success of the project will be evaluated through the number of stakeholders met, the number of players collaborating in the introduction of the program and their feedback.

The Centre haïtien d'animation et d'intervention sociales wants to design and produce an educational tool for allophone adults with low literacy, based on eight thematic fascicles on Quebec, which were produced last year. It also plans to produce an educational guide for teaching staff to accompany the CD. The contents of the fascicles will first be validated by trainers before being adapted by a specialist in educational materials. The CD will be well illustrated and contain numerous interactive exercises. Following its validation, 100 copies of its final version will be burnt. The success of the project will be based on the quality of the material produced and the degree of interest shown in the tool by the learners and trainers.

Guide d'accueil [Welcome guide]

The guide, which will be written in simple language, will remain with the adults throughout their literacy training. Learners will also participate in the development and evaluation of the notebook. Finally, a document describing the progress made through this project will also be produced. The success of the project will be evaluated through an evaluation grid used by learners. The project will promote autonomy in the target clients and help involve them more in organizing their learning.

Des mots plein la tête [A headful of words]

The Clé en éducation populaire de Maskinongé wants parents with low literacy to acquire knowledge and skills that will promote the emergence of reading skills in young children. A series of 20 workshops entitled "Des mots plein la tête" [A headful of words] will be run in the Municipalities of Louiseville and St-Édouard. The training activities will help parents become involved in various recreational activities, thereby stimulating interest in reading and writing among their children. The activities will be developed based on a research into existing learn to read and write programs. Five hundred copies of an advertising leaflet will be created and distributed to promote the various workshops. The success of the project will be evaluated through an evaluation/appreciation questionnaire, which will be filled out by each participating parent and a self-evaluation will be done to check the acquired knowledge and competencies.

This will require a number of meetings and workshops to address the topics affecting persons with low literacy, where they will feel comfortable about speaking up. At these meetings, local social and economic stakeholders will be invited to make them aware of the communications experiences of persons with low literacy. The success of the project will be based on the comments made by people following the meetings, the changes observed in the way the partners communicate and the number of requests for help with improving communications among persons with low literacy.

The plan is to maintain partnership links and share information, tools, strategies and solutions related to illiteracy. Moreover, the Développement communautaire Unîle wants to run a separate project to raise awareness in families about the role they can play in interesting children in reading and writing. To this end, the intention is to organize a press conference, participate in radio and TV programs, draft and distribute promotional material and news releases, participate in a trade fair and set up an information booth in a shopping centre. As well, activities for promoting interest in reading and writing will be offered to families, including various workshops, visits to libraries and experimenting with a program on parental skills related to reading and writing. An open house will be organized and information pamphlets will be distributed to draw families to these activities. The success of the project will be based on the number of activities run to reach clients, participation rates and qualitative evaluation by participants.

The success of the project will be evaluated through evaluation forms and comments from the people who participated in the project and those who will be using the educational material.

Learners will make their presentation to an audience at an evening organized to promote the organization's services. This project will help promote the development of skills, self-esteem and creativeness among participants. Stakeholders will evaluate the skills developed by the learners.

To this end, the plan is to first meet with interested organizations n order to analyze their requirements for literacy services and to develop partnerships that could respond to these requirements. Then, three volunteers will be recruited and trained in workshops to prepare them to assist the training staff. The effectiveness of the project will be evaluated through the number of people reached by the new literacy services and the level of involvement of partner organizations.

Forum des jeunes québécois d'origine haïtienne [Forum for young Quebeckers from Haiti]

The Maison d'Haïti wants to do a documentary to promote awareness of, reflexion on and prevention against illiteracy for young adults between 16 and 35 years of age with low education in the Haitian community, especially young mothers, as well as parents in general and community stakeholders. To this end, the plan is to recruit some twenty young adults who will be asked to tell their stories, and a wider forum will be held, where parents and stakeholders will participate. Then, a documentary will be produced, outlining the causes of dropping out of school, and the steps taken by those young people to reintegrate into school, with reflexions on their futures and those of their children. Some 20 community organizations should be reached through this project, along with 50 stakeholders and 5000 people in the community. The young people will be expected to evaluate their participation and the documentary will be critiqued by participants prior to its release.

Alphabétisation 2002-2003 [Literacy 2002-2003]

Quebec's Ministère de l'Éducation (MÉQ), through Quebec school boards, will conduct awareness-raising and coordination activities, produce educational material, do research and various activities related to innovative community action projects. These projects come under Human Resources Development Canada's (HRDC's) National Literacy Program. The National Literacy Secretariat (NLS), in collaboration with the MEQ, is recommending these projects, which will include 59 regional projects (see Annex A) and 21 provincial projects (see Annex B). Each project will include an evaluation component.

In consultation with ten other autonomous public literacy groups, the Reading Council for Literacy Advance in Montreal (RECLAIM) wants to do research to create tools and provide literacy trainers with professional development in the teaching of basic mathematics knowledge and skills. To this end, the plan is to set up a project committee, give training workshops, research, select and compile appropriate material into boxes and distribute these boxes to each of the eleven member councils. A process for evaluating the workshops will be set up to receive comments about the training provided, and evaluation forms will be developed to receive comments about the contents of the boxes. The whole project will be monitored and evaluated by the project committee at each meeting and the results will be integrated into a final report. RECLAIM also wants to run a separate strategic planning project. To this end, the plan is to set up a coordinating committee, analyze the organization's current structure, define its mission, analyze the overall environment in which it has been operating and process all of this information. In order to evaluate the project results, comments and evaluations will be collected from participants throughout the project.
