Mandate of Programs Branch
To ensure an integrated, efficient, and affordable transportation system which
emphasizes safety and reliability and builds strong, viable companies in all
modes.
Programs and Divestiture is also responsible for:
- transfer of harbours, airports and ports to local control
- oversight and lease management of divested facilities
- operation of facilities not yet divested
- environmental, technical, and property management
- administrating department funded programs
The Programs Branch is comprised of the following four major divisions:

Properties and Divestiture is responsible for the implementation of both
the National Airports Policy and the National Marine Policy. This is
accomplished through the divestiture of regional/local and small airports and
ports to local entities. Negotiations for the transfer of these facilities is a
key role for this division. They also have responsibility for management of
leased departmental properties, including leases for Vancouver, Victoria and
Kelowna airports, as well as continuing management of real property retained by
Transport Canada.
- Funded Programs is responsible for administering the Department’s
funded programs, such as the Airports Capital Assistance Program (ACAP) and Port
Divestiture Funding. Both these programs are financial assistance programs
geared to assist new airport/port owner/operators in maintaining their
facilities.
- Environmental Services is responsible for the management and delivery
of Pacific Region’s environmental program for all transportation programs and
activities and services within British Columbia including air, rail, harbours
and ports. Key roles for this division include providing advice on matters of
compliance with applicable environmental regulations and standards;
implementing, monitoring and reporting on the Region’s Environmental
Management System; ensuring compliance with the Canadian Environment Assessment
Act; conducting environmental baseline studies required for the transfer of
airports and harbours and ports lands; and developing and delivering remediation
programs to ensure compliance with applicable laws.
- Programs and Technical Services is responsible for the management,
operations and maintenance of regional/local, and remote airports and public port
facilities and proclaimed public harbours.
