Aircraft Maintenance and Manufacturing staff monitor, inspect and audit all companies and personnel involved in
the manufacture, repair and distribution of aircraft and their parts.
Mandate
To maintain aviation safety by ensuring aeronautical parts and products are airworthy. Aeronautical
products and parts are manufactured to approved design specifications and must continually be maintained
to specific standards to ensure that they meet performance requirements and accomplish the intended function.
(Aeronautical product is defined as any aircraft, aircraft engine, propeller or appliance).
Aircraft Maintenance and Manufacturing is responsible for:
- Auditing, inspection and surveillance of Air Operator
Certificate holders, Approved Maintenance Organizations, Approved Training Organizations,
Aeronautical product manufacturers, and Flight Training Units (FTUs), which includes
identifying corrective action where appropriate.
- Safety inspections of commercial aircraft.
- Conformity inspections for manufacturers / products.
- Monitoring aeronautic products of foreign operators in
Canada.
- Revising company approvals related to air operators, AMOs,
ATOs, and FTUs.
- Issuing Aircraft Maintenance Engineer licenses.
- Certifying aircraft flight authorities.
Aircraft Maintenance and Manufacturing shares a commitment with Transport Canada's Business
and Commercial and General Aviation divisions to ensure the region's air carriers are
maintained and operated safely.
Approval from Aircraft Maintenance and Manufacturing is required upon:
- Start-up of a new company (air operator, flight training
units, maintenance, manufacturing, distribution, organizations).
- Prior to the addition of new aircraft.
- Contractor or change of maintenance personnel.
- Change of maintenance requirements or modification of
aircraft maintenance schedules.
Maintenance Certifications are dependent upon:
- Aircraft being type-approved in Canada.
- Aircraft being in fit and safe condition.
- A comprehensive aircraft inspection program existing and in
operation.
- The company's maintenance procedures being established and
having personnel trained in those procedures.
- The company having the facilities and resources required to
meet maintenance obligations.
Groups within Aircraft Maintenance and Manufacturing division carry out the following functions:
Transport Canada Centres (TCCs)
The Transport Canada Centres (TCCs) are responsible for carrying out Aircraft Maintenance
and Manufacturing functions within their geographical boundaries. (Note: TCCs also offer
services such as pilot licensing and operating certificate applications. Please contact
your nearest TCC for information on these and other services).
TCC Aircraft Maintenance Manufacturing Inspectors
review proposals by potential operators of commercial aircraft, inspect facilities and
aircraft, and approved maintenance control systems and aircraft maintenance schedules.
After ensuring all requirements are satisfied recommends the issuance of the Air Operator
Certificates.
TCC Inspectors audit and inspect Air Operator Certificate
holders, Flight Training Units, approved maintenance, manufacturer and distributor
organizations and their facilities. TCC staff advise and license Aircraft Maintenance
Engineers and approve management personnel employed by Transport Canada-approved
organizations.
TCC Inspectors issue flight authorities such as
certificates of airworthiness and flight permits. In addition, they provide continuing
airworthiness support for all aeronautical products.
Maintenance and Manufacturing Standards
Maintenance and Manufacturing Standards ensures all Maintenance and Manufacturing groups
apply the regulations consistently, and co-ordinates implementation of policy and/or
special projects.
Aircraft Maintenance & Manufacturing Services
The following services are available from Kelowna, Richmond, Prince George and Victoria:
- Approve Aircraft Maintenance Engineer licensing applications,
administer exams, and issue temporary licenses and endorsements
- Issue Certificates of Airworthiness, Flight Permits, Foreign
Flight Permit Validations
- Review and approve of Maintenance Control Manuals and
Maintenance Procedures Manuals for Approved Maintenance Organizations and Air Operators
- Export (and in some cases import) inspection and certification of aircraft and
components
- Approve initial and amended maintenance schedules
- Inspect and audit companies and aircraft - both local and
foreign
- Work with industry and the public towards a better understanding of aviation safety requirements
- Investigate possible violations and respond to public
complaints regarding aviation activities
- Accept payment of fees (flight permits, AME Licenses,
certificates of airworthiness, etc.)
- Provide application forms for a variety of government services

- Advice for Company Aviation Safety Officer
- Presentation of safety seminars in the boardroom
