To guarantee aviation safety by ensuring that the designs
of aeronautical products, repairs and modifications meet the applicable airworthiness
standards.
Aircraft Certification is responsible for:
Approvals
- Approves designs for repairs and modifications to aeronautical products prepared by
Aircraft Owners, Approved Maintenance Organizations and Air Operators in the Region.
- Approve designs for repairs and modifications to aeronautical products prepared
by Delegates where designs are beyond the scope of their delegation.
- Determines the applicable standards, including any special conditions which may apply
for certification, the acceptable methods of compliance and reviews the engineering date
to ensure compliance is demonstrated.
- Recommends approval and issue of Type Certificates (TC's).
- Issues Supplemental Type Certificates (STC's), Limited Supplemental Type Certificates
(LSTC's), and Repair Design Certificates (RDC's) upon approval of modifications and
repairs to aeronautical products.
- Issues Appliance Type Certificates for products intended to be installed on aircraft.
- Applies to the United States Federal Aviation Administration (FAA) for Letters of
Technical Standard Orders (TSO) design approval on behalf of Canadian holders of Appliance
Type Certificates and for United States Supplemental Type Certificates (STC's) on behalf
of Canadian STC holders.
- Reviews foreign Supplemental Type Certificates prior to their approval for installation
on Canadian Registered aircraft.
- Conducts Compliance Inspections of aircraft, appliances, repairs and modifications to
ensure they conform to airworthiness standards.
Delegation
- Approves delegation to qualified Airworthiness Engineering Organizations (AEO's) (the
engineering departments of aircraft operators) and approves their Engineering Procedures
Manuals (EPM's).
- Approves delegation to qualified Design Approval Organizations (the engineering sections
of Manufacturing Organizations) and approves their Design Approval Procedures Manuals
(DAPM's)
- Delegates design approval authority to qualified Delegated Engineers (DE's) at AEO's and
DAO's.
- Delegates design approval authority to qualified Design Approval Representative (DAR)
applicants, and approves their Engineering Procedures Manuals (EPM's). DAR's are
consultants to the aviation industry.
- Conducts surveillance and audits of AEO, DAO and DARs.
- Promotes Delegation by giving delegated projects a high
priority over other approval submissions
