The UK Department for Transport (DfT) (formerly the Department of Transport, Local Government and the Regions) had commissioned two reports as part of its Multi-Modal Studies to develop the government’s Ten Year Plan. These reports – which focused on TDM impacts on highways and the strategic road network, as opposed to urban and local travel – estimated that the combined effect of various TDM measures would be a potential impact of 5%.
