Pilot Projects 1999-2000 (Round 2)

The Canadian Rural Partnership has approved funding for over 70 pilot projects in 1999-2000. These projects aim to strengthen rural communities in Canada.

National

Newfoundland & Labrador

(1) Community Profiles Pilot Project - $35,000

This project will provide economic development practitioners and planners in Newfoundland and Labrador with accurate, up-to-date information to aid them as they plan future directions for the region. Included will be information on municipal infrastructure, real estate, taxation and fees, communications and transportation infrastructure, amenities and services, labour market information, business information and economic statistics.

(2) Youth Enhancement Strategy for Sheshatshiu (Y.E.S.S.) - $66,990

Targeting Labradorian youth, this pilot project will bring decision makers (Band Council staff, federal and provincial officials) and clients together on a regular basis to develop programs and services that fulfil the traditional values and service needs of the community.

(3) Inuit Student Internship - $45,000

This pilot project will coordinate efforts of the Post-secondary Student Support Program and the Newfoundland West and Labrador Field Unit. Working together, they will first identify students in various academic disciplines and then arrange work-term placements as well as training and coaching opportunities for these students.

(4) The Labrador Women's Learning Network - $45,000

This project will create a model for community-based learning networks. These networks will help people build and enhance the skills required to support community-based development and to work with change.


Prince Edward Island

(1) Cinéscénie acadienne de l'Île-du-Prince Édouard - $70,000

The Acadian Village, in partnership with the rural community, plans to develop and operate a cinéscénie to advance tourism in Prince Edward Island. The cinéscénie combines a scenario and staging with many walk-ons with an advanced light and sound show emphasizing special effects such as sound, lighting, pyrotechnics and laser technology.

(2) The Mi'kmaq/Acadian Cultural Education Exchange Programme - $35,500

This Aboriginal initiative will re-establish the lost relationship between the Mi'Kmaq and Acadian people through sharing and celebrating their cultures in six specific projects.


Nova Scotia


(1) Counting Youth and Women in Technology: A Rural Capacity Building Project - $30,000

This project is designed to build community capacity at the local grassroots level in rural Nova Scotia. It is geared to help unemployed youth and women, creating employment opportunities for youth so they can use their technology-based skills to benefit local women in need of assistance.

(2) Capacity Building in the Community - $40,000

The work of this pilot project will build, update and expand on existing information held at the Fundy Marine Resource Centre, making the information and the technology used to store it accessible to other groups that are involved in coastal resource management in the region.

(3) Antigonish and Guysborough County - Inclusive Transportation Project - $60,000

Aimed at helping rural residents remain in the region, this project will assist disabled, low-income and elderly rural residents by providing transportation for such basic living needs as access to health care, grocery and personal needs shopping, going to church, visiting family and participating in other community social activities.

(4) Community Youth and Partners In Action (CYPA) - $50,000

Rural youth will benefit from this pilot project, both in school and after school, by having access to newly-developed community-based resources.

(5) Community Based Management Communications Project - $6,000

This project will develop a communications network for the Fundy Fixed Gear Council (FFGC) port representatives, linking them by fax and e-mail to the FFGC office and other sources of information, especially the Communications Secretariat and the Fundy Forum.

(6) Reality Check: Preparing Today for Tomorrow's Challenge - $2,800

This project aims to encourage young people to stay and work in the region after completing their education. Youth will receive information about starting a business and other career opportunities in their community.

(7) Sandspit Artisan Cooperative Limited - $70,000

Funds for this project will help develop the historic Cox property on the Shelburne waterfront to enhance tourism in the region.

(8) Chezzetcook Inlet Revitalization Project - $25,024

This project includes a number of initiatives including a strategic plan for a pollution treatment centre, a product development proposal and a draft for a fisheries management plan. The fisheries management plan will serve as a basis for the enhancement and sustainability of the soft-shell clam industry in other communities along the Eastern Shore of Nova Scotia.

(9) Rural Youth Education Project (RYEP) - $45,855

In answer to the need to raise awareness and increase the ability of young people to learn and act on important human issues, this pilot project will create and fund workshops on the following issues: anti-racism, sustainable development, multiculturalism, homophobia/heterosexism, globalization and economic development, youth empowerment and participation, human rights and aboriginal issues.


New Brunswick

(1) Sustainable Forest Management Models for Small Woodlots in New Brunswick - $30,000

With a view to providing greater employment, this project will test the feasibility of three alternative, small-scale forest management systems.

(2) Community Wharf Sites Development Plan - $21,000

A corrective maintenance plan will be set up by the proponents of this pilot project in order to avoid safety hazards for the recreational and/or commercial use of 37 steamer boat wharves along the lower St. John River. These wharves will soon to be transferred from the Department of Fisheries and Oceans to provincial, private and community groups.

(3) Close to Nature - $73,000

The goal of this pilot project will be to assess the potential of producing medicinal and aromatic plant species native to this area of New Brunswick for commercial purposes. This project will support the Aboriginal Heritage Gardens Project and be consistent with the long-term economic development plans of the Eel River First Nation.

(4) Conservation Promotions of Coastal Growing Areas - $55,000

This pilot project will undertake annual water quality surveys to classify shellfish growing areas, particularly those of the soft-shell clam and blue mussel, in order to enhance the potential of the shellfish industry in southwestern New Brunswick to expand economically and grow into a multi-million dollar industry.

(5) Réseautage des entrepreneurs à domicile en milieu rural - $34,017

This project aims to form networks of home-based rural interpreters and to promote self-directed learning via the Internet and related technologies.


Québec

(1) Développement du Marché public de Rimouski - $30,700

This project will establish a public market in Rimouski which will aid rural development by selling food products grown in the Lower Laurentian region.

(2) Fonds d'entrepreneurship féminin en milieu rural - $30,000

This project will establish a virtual entrepreneurship fund for rural women in order to improve their access to credit and risk capital.

(3) Réseau de télé-radiologie rurale - $56,492

This project will facilitate a feasibility study to start up a network of tele-radiology users.

(4) Étude sur la culture d'essences à croissance rapide - $20,000

This project will produce an economic study focusing on hybrid poplars, larches and willows in order to determine whether this type of crop can improve the living conditions of producers and whether it helps to promote a return by young people to farming.

(5) Partenaire de l'environnement - $50,000

Aimed at increasing public awareness of environmental problems and public use of community recovery resources, this project will establish a recovery site for recyclables and promote the use of wooden recovery boxes.

(6) La sylviculture des bétulaies jaunes résineuses dégradées de la région de Portneuf - $24,000

This project will develop innovative silvicultural practices in the degraded yellow birch stands of the Portneuf area in order to enable the regeneration of other desirable species in these unproductive sites. This work will boost knowledge and generate the development of the forestry potential in an area that relies greatly on the forest.

(7) La Coopérative de Solidarité Multiservices - $45,520

Funding for this project will help model, study and test a cooperative general store concept for small communities, offering a selection of food and basic consumer products, as well as assistance for gaining access to various databases for the low-cost acquisition of services such as electronic newspapers, books, records, videos and any other consumer goods needed for informal education, recreation or personal needs (computers, agricultural products, furniture, etc.).

(8) Projet de développement du Parc linéaire Monk - $10,000

This project will see the development of an unused railway line into a recreational pathway for hikers, snowmobilers, etc. The park will give people the opportunity to discover the Monk path and also different centres of rural, cultural, fauna, aquatic without forgetting its railway heritage.

(9) Partenariat foresterie et ruralité (PRF) - $55,850

This project will develop and commercialize eco-tours for recreational tourists along various natural and forest routes.


Ontario

(1) Batchewana First Nation Forestry Proposal - $80,000

This pilot project will help the First Nation take the necessary steps (consult, plan, evaluate, develop) towards community management of forestry-related initiatives. The goal is to create and sustain employment through community-owned business, and to explore new business enterprises specifically targeting forest based activities.

(2) Irish Village Cooperative Project - $70,000

This pilot project will be a learn-by-doing cooperative venture for marketing and sales. A cooperative marketplace, featuring Irish-Canadian culture, will be researched, planned, created and operated for several months during the peak tourist season. A feasibility study will then be completed to determine what other developments would benefit the site in subsequent years.

(3) Municipal Networks as Rural Service Points - $ 50,000

This project will show how existing local municipal networks can serve as the channel for the delivery of government services such as emergency assistance, community information and on-line applications and permits. These services will be delivered to rural communities over the Internet or through public access sites at municipal offices or in community access sites located in libraries, schools, community centres, etc.

(4) Volunteer Integration Plan for Huron - $30,920

Through this pilot project, Huron and Perth Counties will pull together the volunteer coordination efforts of related programs, enhancing opportunities for leadership, skills and ongoing community development.

(5) The Grand River Community Environmental Centre - $35,000

Funding for this project will help develop an aquatic resource centre on the Grand River. It will have a very strong educational component specifically targeting school children and the farming members of the community. The resource centre will have several demonstration sites offering information on things that affect river systems including stream rehabilitation, manure run-off and fish habitats.

(6) The Rural Working Groups and Ontario Rural Capacity Assessment Project - $70,000

This pilot project has two goals: first, to bring together and provide support for different working groups and tasks forces on youth, child care and agriculture; and second, to develop an inventory of community-based economic development activities and groups involved in these activities for future reference.

(7) Aboriginal/Forest Industry Partnership Management - $50,000

This project aims to develop a partnership between Aboriginal communities, a forest company, and provincial and federal governments with a view towards building capacity within the First Nations forestry organization to become self-sufficient in managing various aspects of fiber allocation.

(8) SDGACCESS: Rural Access in Eastern Ontario - $50,000

This pilot project's primary goal is to establish the County Library System as the community access point for disseminating information from all levels of government.

(9) Rural Agri-Ventures Development Office - $50,000

The goals of this pilot project are to develop expertise and increase the number of unique, alternative, diversified agri-businesses in the community. It would also work to showcase these new agri-businesses and create a business setting to facilitate the exchange of products and services between buyers, sellers/distributors and consumers.


Manitoba

(1) Images of Manitoba Communities Pilot Project - $50,500

A team of Manitoba youth will undertake the necessary steps (project planning, research, interviewing, shooting, packaging, etc.) to create videographies of selected Manitoba municipalities, communities and regions. Video content will include a main street overview, history, local tourism and culture, youth, business, nature/natural features, sites of interest, interviews with local people, and a narrated biography of the community.

(2) Aboriginal Entrepreneurship Training Course - $19,288

Five training modules in business development will be planned, designed and offered individually or as a package to Aboriginal community members. Training will include marketing, operations, personnel, finance and management/administration. In addition, a section on business plan development will allow the student to complete his or her business plan so that funding can be obtained.

(3) Développement économique d'une communauté rurale de langue officielle - $63,500

The main goal of this project is to help the francophone community find the means to grow while preserving its francophone character.

(4) Inglis Grain Elevators National Historic Site - $20,000

Potentially a dynamic tourist attraction, the Inglis Grain Elevators is the last remaining row of original country grain elevators. The objective of this pilot project is to develop an interpretive centre for the site and to operate it in a manner that makes it interesting and accessible for widely varying audiences.

(5) Youth Mentor Program - $93,081

Through this pilot project, schools in three remote northern Manitoba communities will receive specialized resources and services that will support children and youth experiencing behavioural and developmental challenges. This project will also give them the opportunity to explore a wide variety of options for their futures.


Saskatchewan

(1) Smart Steps for Smart Seniors - $840

In an effort to promote healthy aging and independent living for local seniors, this pilot project will help the community do three things: (i) set up a "Fit for Life" program, (ii) start a school program encouraging interaction between seniors and school children, and (iii) provide rides for local seniors who need to travel for doctor appointments, to pick up prescriptions, for hair appointments, etc.

(2) Community Development Youth Worker - $18,000

As part of a continuing effort to prevent youth crime in the Badlands region of southern Saskatchewan, youth involvement in culture and recreation programming will be expanded, based on the interests and activities that youth themselves have identified. To coordinate this expansion, the pilot project will help fund the Community Development Youth Worker.

(3) Kamsack Community Food Buying/Craft Cooperative - $48,320

Considerable need exists in the Kamsack area of Saskatchewan for an inexpensive source of food. Funding for this project would help set up a food and craft cooperative in this Aboriginal community.

(4) Alexander Bremner School - $60,000

Answering the community need to keep young people in school, this pilot project will assist and support area youth in stabilizing and enhancing their lives so that they may become productive members of society.

(5) Rural Access Program - $37,550

Funding for this project will help to increase educational access to adult rural residents via an interactive multi-mode delivery approach that combines traditional delivery, Internet, CD ROM and a distance education link to teachers.


Alberta

(1) Magasin Général virtuel qui offre des produits et services canadiens sur Internet - $50,000

This project consists of setting up a virtual general store selling Canadian products and services over the Internet. These products and services may be industrial, artistic or even educational in nature. This will provide Canadians with a window on the Web via which to trade Canadian products and services in the global marketplace.

(2) Jasper Community Outreach Services - $70,000

The goal of this pilot project is to enhance public health in the Jasper community. Project organizers plan to pool community resources by partnering with local agencies such as the RCMP, public health, etc., in the belief that the resulting health services will be more meaningful and accessible.

(3) Aboriginal Injury Prevention Project - $30,000

The Canadian Red Cross Society (South Alberta Region), the Blood Tribal Council, Tribal Elders and the Blood Tribal Department of Health will work together on this project to develop and put into action injury prevention programs that are culturally appropriate and that can be managed on an ongoing basis by the Aboriginal community.


British Columbia

(1) The Future Farmers Project - $30,000

This pilot project will help young people explore self-employment opportunities in agriculture, increase productivity of the local agricultural land base and stimulate economic activity in an under-exploited sector.

(2) Virtual Call Centre Pilot Project - $15,000

Funds for this project will assist in hiring 25 new people who will be trained as call centre agents and will set up to work from home or in a "tele-cottage" setting. They will take overflow calls from main call centres for corporate clients such as Sears Canada, Ticket Master, and the Home Shopping Network.

(3) Bridging Services for the Aboriginal Family - $42,000

The general goals of this project will be to provide improved understanding of the Aboriginal community, establish a networking system with health care professionals and community service providers, and to serve "at risk" Aboriginal children and their families through outreach and education.

(4) Pilot Seaweed Harvesting, Cultivation and Management - $15,000

With the ultimate goal of taking advantage of many new market opportunities for seaweeds, this project will carry out the harvest, processing and test marketing of seaweed products to enable the development of a business plan, the building of partnerships, and obtaining financing for a sustainable commercial-scale project involving the north coast communities of British Columbia.

(5) Sustainable Rural Tourism for the Southern Interior of British Columbia - $25,000

Funding for this project will support the creation of a four-season rural tourism industry which will balance environmental and heritage conservation with the need to enhance socio-cultural and economic benefits for the region and create jobs.

(6) Steelhead (Skem'qin) Park - $19,433

The goals of this project are, first, to complete a written professional evaluation of the historical buildings with a future goal of building restoration; second, to develop a detailed master plan for the whole of Steelhead Park which identifies all historical, natural, archaeological and recreational sites; and third, to bring together historical information and community resources to develop the plan.

(7) Nazko Community/Learning Technologies Project - $60,000

This project will help people living in a small, isolated Aboriginal community learn how to use computer, Internet and telecommunications-based technologies to develop new skills useful for employment, starting a business and contribute to their community in a positive way.

(8) Supported Distance Education Centre, Revelstoke - $10,000

Funding for this project will help the community develop a distance learning centre which will include 10-15 workstations with Internet and e-mail access, a study area and study resources. Most importantly, an on-site facilitator will also be available to assist students with academic and career counseling, enrollment and registration issues, and to provide ongoing support by way of individual assistance, study group workshops, etc.


Northwest Territories

(1) Hay River Community Economic Development Authority - $49,000

The goal of this project is to establish a Hay River Community Economic Development Authority with the mandate to research, plan, promote, guide and monitor community economic development initiatives. People representing local and territorial governments, and First Nation and Métis communities will participate.

(2) The Inuvik Community Garden Project - $52,000

Funding for this project will help the Community Garden Society of Inuvik do the initial training of people to work in and operate the recently renovated Grollier Hall Arena. This new greenhouse, containing approximately 75 raised garden plots and a 4000 square foot commercial garden, will soon be self-sustaining.

(3) Western Arctic Handbook - $50,000

This new product will help build a strong foundation for tourism in the Western Arctic, marketing the region to its full potential as a tourist destination.

(4) A Participatory Framework for Enhancing Community Capacity within Volunteer and Not-for- Profit Sectors - $32,960 (NT) $30,850 (NU)

This project will train rural residents of the Northwest Territories and Nunavut in the operation and management of not-for-profit and volunteer activities. Organizers will involve workers in defining leadership, planning and other needs to support community work. The project will also provide further work opportunities for people within this sector.


Yukon

(1) Building Health Communities (Liard Basin Task Force) - $45,000

In this project, the Liard Basin Task Force is specifically targeting "at risk" Aboriginal children and youth, and their families, whose lives suffer as a result of the long-term, generational problems of drug and alcohol abuse. The Task Force fulfils a need within the Watson Lake community for research, program development, coordination, funding and program materials for community services.

(2) Capacity Building Through Partnerships - $52,951

This project involves the creation and implementation of a 12-month program giving skilled First Nation staff the opportunity to work with several Yukon Government agencies. Their goal is to learn about available information that will support planning and decision-making in the rural Aboriginal communities throughout the Yukon.


Nunavut

(1) Kugluktuk Information Sharing Service (KISS) - $40,644

In order to promote a healthy vision of Kugluktuk's future through community members sharing resources and working together, this project will see the development and maintenance of a well-designed, well-supported electronic service to link individuals, families and agencies to information they need to open doors, broaden choices and search out opportunities.

(2) Pond Inlet Community Training Plan - $83,600

This project will involve the design, development and implementation of a complete community training plan for residents of the Hamlet of Pond Inlet, focusing on two components: (i) Pre-trades Math and Science, and (ii) Record of Achievement.

(3) A Participatory Framework for Enhancing Community Capacity within Volunteer and Not-for- Profit Sectors - $30,850 (NU) $32,960 (NT)

This project will train rural residents of Nunavut and the Northwest Territories in the operation and management of not-for-profit and volunteer activities. Organizers will involve workers in defining the leadership, planning, team, project and personal management needs, interests and priorities necessary to support not-for-profit and volunteer work in the community.


National

(1) Championing Community Justice in Rural Canada - $11,000

This project will bring people and resources together across Canada in Community Justice Forums. The goal within these forums is to provide an alternative model of justice to the prevailing punitive and adversarial system, one that is flexible, responsive and accountable to communities, returning to them the power to deal with many of their own problems.

(2) Exposure to Careers in Rural Health - $50,000

The goal of this project is to develop a package for rural communities, covering the various areas a community has to consider and develop in order to attract students considering a career in rural health.

(3) Wood Works - $50,000

The purpose of this project is to establish three new pilot projects in the rural forest-dependent regions of Canada. These projects will create a mechanism for bringing communities, industry and governments together to increase the economic benefit derived from the forest resource by expanding the demand for Canadian wood products.
