ACTIVITIES

The Canadian Rural Partnership Rural Team NWT was formed in 1998. It includes members from federal and territorial departments, and the NWT Association of Municipalities. The NWT Team is co-chaired by Environment Canada and Municipal and Community Affairs.


DIALOGUES

Dialogues are meetings and related activities that Rural Teams organize with citizens and community leaders to connect government and community and to determine community issues and priorities. Dialogues are on-going conversations that generate recommendations for improving services and programs and influencing policy decision-making. Rural Teams then work with government departments to identify ways government can respond more effectively to what communities are saying.

1998 - NWT residents provided input to the 1998 Rural Dialogue process that resulted in the Federal Framework for Action in Rural Canada. The Federal Framework guides the work of Rural Teams in all provinces and territories.

2000 - May 27, 2000, Fort Simpson "Community Priorities: Establishing the Framework" meeting reportDuring this meeting, five priorities were established for the NWT:

  • Improve access to financial resources for rural business and community development
  • Provide more targeted opportunities, programs and services for youth
  • Capacity building, leadership and skill development
  • Development of community infrastructure
  • Access to health care

RESEARCH

Youth in Transition Study 2002 - Canadian Rural Partnership Team NWT has partnered with Education, Culture and Employment (Government of the NWT) to support research into the priorities and concerns of youth across the territory. Results from this study, called the "Youth in Transition Study" will be available on the web by summer of 2002.

Listening to NWT Residents - Canadian Rural Partnership Team NWT is preparing a summary of input received from people across the NWT, since separation from Nunavut. This report will capture information from consultations held across the territory, touching on economic, social, cultural and land and resource based priorities of NWT citizens.

PARTNERSHIPS

Youth Programs and Services Guide 2001-2002 - A comprehensive guide to programs and services available to youth ages 14 to 29 across the territory was developed by team members and published by the Government of the Northwest Territories. Copies are available from Municipal and Community Affairs, Community Development Division by contacting by phone (867) 873-7245 or by fax (867) 920-6467.

Institute of Public Administration of Canada - The Canadian Rural Partnership recently partnered with the Institute of Public Administration of Canada to host a series of meetings across the north identifying opportunities to improve service delivery to remote communities. These consultations aimed to encourage a frank exchange among public servants at all levels of government on the innovations that must be considered in order to improve government's ability to "Serve the Public North of 60" now and in the future. A final report is anticipated by fall of 2002.

Service Canada - Through the Government of the Northwest Territories department of Municipal and Community Affairs, Team NWT has coordinated the activities of Service Canada in the NWT since early 2000. To provide more effective information on programs and services, Team NWT piloted the Service Canada initiative. The Service Canada pilot sites set up through this pilot included Fort Simpson, Fort MacPherson , Fort Providence and Rae Edzo.

This initiative provided access to government information through a "pathfinder," an individual located at each of the pilot sites who provided guidance and advice to community members. Access included the Government of Canada official web site and the 1-800 O CANADA toll free number. Two years of pilots are completed and Service Canada is currently looking at mechanisms to continue to provide supported access to government information, but has, for the time being, closed all of the Service Canada Access sites across the NWT as of March 31st, 2002.
