The Lower St. Lawrence Rural Team

The activities of the Lower St. Lawrence Rural Team cover eight regional county municipalities: Kamouraska, Témiscouata, Rivière-du-Loup, Les Basques, Rimouski-Neigette, La Mitis, La Matapédia and Matane.

The Lower St. Lawrence Rural Team is co-chaired by Pierre Beaupré, Human Resources and Skills Development Canada Regional Director, and Pierre Roberge, Canada Economic Development Regional Director.

Achievements:

  • Support and participation of the Lower St. Lawrence Rural Team members in the COSMOSS initiative (Communauté Ouverte et Solidaire pour un Monde Outillé, Scolarisé et en Santé)
  • Monitoring and support of the Lower St. Lawrence information highway project to ensure the deployment of broadband Internet service to rural communities.
  • Meetings of the Lower St. Lawrence Rural Team in the area's eight regional county municipalities (RCMs) and presentations to federal departments highlighting the socio-economic portrait and issues of each of these RCMs with a view to obtaining these departments' support (2002-2003).
  • Meetings with representatives of Témiscouata to discuss main issues affecting this region, namely the closing of the DuBreton plant and the softwood lumber crisis (Decembrer 2002)
  • Participation in the Internet Community Access Centre week (March 2001)
  • Organization of information sessions for federal public servants. (2001)

Internet Community Access Centre Week

From March 23 to 30, 2001, the Lower St. Lawrence Rural Team and the Lower St. Lawrence Community Futures Development Corporations organized a week of activities with approximately 40 Internet Community Access Centres to bring rural citizens closer to the world of modern technology. The event was the first of its kind highlighting the Internet Community Access Centres, and led to a multitude of activities in the participating centres.

Under the theme of "Connected to Their Rural Communities," the 46 Internet Community Access Centres were given the opportunity to profile their public services and to create new links between these organizations and the federal departments. The public was also able to attend many presentations on government programs and services in the region's Internet Community Access Centres. Other activities included a regional meeting in which volunteers were able to discuss their concerns, and the presentation of a certificate of recognition to all the teams of volunteers that took part in managing the Lower St. Lawrence Internet Community Access Centres.

COSMOSS initiative

Communauté Ouverte et Solidaire pour un Monde Outillé, Scolarisé et en Santé, is an initiative presented by the Lower St. Lawrence Public Health Service and its partners.

In March 2004, the COSMOSS regional project, which aims to provide better conditions of economic, social and cultural inclusion for children from vulnerable communities in the region, was submitted to members of the Lower St. Lawrence Rural Team. Following the presentation by regional stakeholders, the departments present agreed to support this initiative and participate in it. This opportunity ensures that federal department actions will be consistent with the local dynamic and allows more effective support for rural communities through measures adapted to local reality.
