List of Restricted Commodities from a Country Infected with Foot and Mouth Disease (FMD):

1. The following commodities are prohibited:

a) live ruminants;
b) live swine;
c) fresh (chilled or frozen) meat of ruminant or swine origin;
d) fresh (chilled or frozen) products derived from ruminants or swine (other than milk and regulated milk products);
e) fresh (chilled or frozen) organs, glands, extracts or secretions derived from ruminants or swine;
f) ruminant or swine semen;
g) ruminant or swine embryos;
h) personal shipments of dairy products (but excluding infant formula and cheese if not packed in whey);
i) unprocessed hides and skins unless directed to pre-approved disinfection facilities;
j) raw, unwashed wool, hair and bristles;
k) untreated bones, horns and hoofs;
l) rendered animal proteins;
m) animal-based fertilizers and manure;
n) hay and straw.

2. Meat and Meat products:

a) Fresh meat is prohibited from countries affected with FMD.
b) Cooked meat and meat products may be allowed entry under certain conditions and if certified accordingly. The cooking process and establishment must be approved in advance by the Canadian Food Inspection Agency (CFIA).
c) Dried or cured meat may be allowed entry under permit. The processing treatment and establishment must be approved in advance by the CFIA.
d) Commercially cooked canned sterile porcine meat. The canning process and establishment must be approved in advance by the CFIA.

3. Dairy products (commercial shipments): Refer to general import policy (directive) on Milk and Regulated Milk Products (AHPD-DSAE-IE-2001-4).

4. Restricted entry products - import permit:

Other processed products derived from ruminants or swine by-products may be allowed entry under import permit conditions, for example for research. There is no consolidated list of these products, as new products are continuously being developed. An importer will submit a permit application form, detailing the processing conditions of the product and its end use. If it is determined that the process will inactivate the FMD virus, then a permit may be issued and the product will be allowed entry under those conditions.
