Updates to the Scrapie Chapter of the Disease Control Manual of Procedures and any related directives will be developed by the senior staff veterinarian responsible for the National Scrapie Program and distributed by the National Manager, Disease Control, to each program network veterinary officer responsible for domestic animal health programs in each province or area and the program network area transmissible spongiform encephalopathies specialists. The delivery of this reference material to the field level is the responsibility of the veterinary program network specialist responsible for domestic animal health programs in each province or area. The current version of the Scrapie Chapter, Disease Control Manual of Procedures and any relevant directives will be stored on the CFIA's Web site and stored on the O: drive at Headquarters. If district veterinarian are unclear of the application of the National Scrapie Program in a specific circumstance, they should contact one of the following for program clarification or technical support:
If such discussions result in disease control actions which are not covered by this MOP, the senior staff veterinarian responsible for the National Scrapie Program should be consulted so that information concerning previous actions in similar situations in other parts of the country can be relayed or actions that set precedents can be recorded. Where appropriate, a national directive will be issued and the the MOP will be updated. Common Procedures ManualThe Animal Health and Production Division Communications Manager is responsible for the development of the Common Procedures Manual. The most recent version is available on CFIA Internet. CFIA Enforcement and Compliance PolicyCurrent versions of this document should be obtained through your Area office from the nearest investigation specialist in Enforcement, Investigation Services Division, CFIA through your Area office. FormsRefer to the Common Procedures Manual for details information on the use and source, as well as instructions on how to complete reference CFIA forms. Internal ReportingBeginning in the month of April, each program network veterinary officer responsible for domestic animal health programs is to provide a summary report every three months to the program network TSE specialist for the area. This report is to include the following data to be supplied by district offices: flocks with scrapie suspects (under investigation) or confirmed case; trace out and trace in premises associated with a confirmed infected premise and status of investigation/testing; regulatory action taken at each premises; depopulations; total compensation awarded; flocks under surveillance - date that surveillance ends and dates of visits. Acces to this information is required by the senior staff veterinarian responsible for the National Scrapie Program for use in the preparation and provision of correct, current information on Canada's National Scrapie Program to the Minister's office, the CFIA President, and the national industry groups. If these reports are not received every three months, the chief veterinarian or animal health program manager of the appropriate area and the program network director, Animal Products will be notified of the deficiency. If the deficiency is not corrected within two reporting cycles (six months), the matter will be brought to the attention of the Executive Director of the Animal Products Directorate.
