Cut Christmas Tree Movement Requirements


In Canada, the import, export and movement within Canada of various plant and forest commodities are regulated under the Plant Protection Act and Regulations for the presence of regulated pests by the Canadian Food Inspection Agency. Cut Christmas trees, are regulated on the bases of trees species, tree origin or distribution of invasive pests.

Information pertaining to the export of Christmas trees from Canada is governed by the CFIA Export-Import Section. Additional information, commodity inspections and phytosanitary certificates can be arranged through a local CFIA office. The phytosanitary requirements for the shipment of Canadian Christmas trees to Mexico is described in the CFIA directive D-95-11.

The movement of cut Christmas trees within Canada (domestic movement) is primarily based on the distribution of two pests; the gypsy moth (European biotype) and pine shoot beetle.

The import of cut Christmas trees from all countries other than the continental United States (US) is prohibited as specified in the CFIA directive D-02-12. The import requirements of Christmas trees from the continental US will depend on the location of the source of the trees relative to the occurrence of regulated pest. The Automated Import Reference System (AIRS) provides a summary of all Canada import requirements, including cut Christmas trees.

Regulated commodities must meet all other existing Canadian plant quarantine requirements for any other quarantine pest regulated by Canada.


Christmas tree definition; a cut tree without roots and soil including but not limited to: Abies (fir), Pinus (pine), Pseudotsuga (Douglas-fir), Tsuga (hemlock) and Picea (spruce).

 

All species of cut Christmas trees originating in Gypsy moth regulated areas require a movement certificate prior to movement to non-regulated areas of Canada. All pine Christmas trees originating in Pine shoot beetle regulated areas will require an inspection and movement certificate prior to movement to no-regulated areas of Canada.

The policies governing the movement of true firs and hemlock Christmas trees are under review.
