Potato Cyst Nematode - Regulated Areas

The Canadian Food Inspection Agency (CFIA) and the United States Department of Agriculture (USDA) have agreed on a science-based framework to minimize trade disruptions resulting from the detection of Potato Cyst Nematode (PCN). The framework allows for the creation of regulated areas and designates conditions for the domestic and international movement of regulated articles from these areas.

The requirements are as follows:

Commodity Originating Inside PCN-Regulated Area Originating Outside PCN-Regulated Area or outside the State/Province containing the Regulated Area
Nursery stock, bulbs, corms, rhizomes Permitted export if
  • washed free of soil, and originating in a field found free of PCN based on soil survey, OR
  • produced under a certification program in a pest-free place of production or a pest free production site; OR
  • originating from outside of the regulated area and has been handled and grown in a manner to prevent potato cyst nematode infestation.
No additional PCN-related requirements.
Potatoes for consumption Export is not permitted.

Movement within Canada is allowed provided the following:

  • potatoes are from a field found free of PCN, must be washed free of soil and commercially packed in an approved facility.
  • potatoes grown in a PCN-positive field may only be processed in an approved facility.
No additional PCN-related requirements.
Seed potatoes Production is not permitted inside the PCN regulated area. If originating outside of the regulated area but within the Province or State where the regulated area is found, all fields must be surveyed and found free of PCN within the previous 12 months.

If originating outside the Province or State containing the regulated area:

No additional PCN-related requirements.

Small grains, soybeans, unshucked ear corn, hay, straw and plant litter Export and domestic movement is permitted if products are free of soil and transported in a container that is free of soil. No additional PCN-related requirements.
Root crops Export and domestic movement is permitted if products are free of soil and transported in a container that is free of soil.

Sugar Beets cannot be moved outside of the regulated area as they can not be effectively washed.

No additional PCN-related requirements.
Farm equipment and similar articles Products must be washed free of soil prior to movement outside of the regulated area. No additional PCN-related requirements.
