Hideshi Emoto, energy analyst in the IEA Economic Analysis Division, said at a conference on energy markets in South-East Europe in Ljubljana, that the world was currently facing "a double energy threat: insufficient and inadequate energy reserves and environmental damage including climate change". He emphasised that "the use of fossil fuels should be reduced".

Platts, 12 December
Claude Mandil said in an interview that the IEA would like to see greater transparency in China's approach to establishing strategic petroleum stockpiles. The IEA Executive Director stressed that the Chinese qualified the process as "strategic" and argued it had to be kept confidential. "We're not sure that's a good point", Mandil said, "in IEA countries strategic stock filing is very open (…), everybody knows how many barrels are in the stockpile (...) and that does not weaken the tool of the strategic stocks - quite the opposite - it makes it more credible, and so, stronger."
