The Compliance and Enforcement division is responsible for:

Port State Control: The main purpose of Port State
Control (PSC) is to prevent a ship proceeding to sea if it is unsafe or
presents an unreasonable threat of harm to the marine environment. PSC
inspections on foreign ships are carried out to ensure they are in full
compliance of relevant International Conventions. All passenger ships,
tankers and targeted bulk carriers would be inspected at least once a year.
An average of 25 % of individual foreign ships visiting Canadian ports would
be inspected under the Port State Control Program.

Marine Certification for Seafarers: All examinations
and certifications for seafarers, including both deck and engine departments’
personnel.

Crewing: To determine ship’s minimum safe manning
level.

Pollution Prevention: To investigate any ship source
pollution in Canadian waters and prosecute ships for any contraventions
(note: any clean-up would be under the responsibility of Canadian Coast
Guard).

Dangerous Goods: To deal with any carriage of
dangerous goods issues in the marine mode.

Ships’ Routing: Responsible for planning and
supporting routing systems for use by international shipping (note: Vessel
Traffic Services would be under the responsibility of Canadian Coast Guard).

Canadian Marine Advisory Council
(CMAC): To coordinate all activities arising from National CMAC and
Regional CMAC.

USCG Liaison: To liaise with USCG on all navigation
issues in Canada/US share waters.
