Pacific
Region Marine Safety is responsible for the delivery of programs to control
foreign and domestic shipping; prevent ship-source marine pollution; ensure safe
carriage of cargo; oversee certification and training of marine crew; and vessel
certification, licensing and registration.
Mandate
Marine Safety has national authority over the regulation of commercial shipping
in Canadian waters. The branch is responsible for the safe operation of ships
and the protection of life, property and the marine environment from ship-source
pollution.
Marine Safety is responsible for:
- control of foreign and domestic commercial shipping
- prevention of ship-source marine pollution
- safe carriage of regulated cargos and dangerous goods
- certification and training of seafarers
- certification and registering of vessels
- Marine Occupational Safety and Health
- investigation and enforcement
In the Pacific Region, the marine safety divisions are as follows:
- Cargo Services
- responsible for ensuring compliance by vessels, with all applicable
regulations dealing with loading, stowage, securing, carriage and unloading
of cargoes
- Compliance
and Enforcement - responsible for Port State Control, marine
certification for seafearers, crewing, pollution prevention, dangerous
goods, ships' routing, CMAC, and USCG liaison
- Inspection Services
- Registrar of Ships
- documents titles, transfers and other pertinent vessels information. The
Registrar administers transfers in vessel ownership, issues and changes
names of vessels, and updates ship Certificates of Registry (Blue Books)
- Technical Services
- ensure new commercial ships comply with applicable acts, regulations,
codes, conventions and standards
