Overview of the Canola Sector in Mexico

Mexico has a small production of canola. In fact, traditionally the Mexican farmers have considered that the sowing of this oilseed could be harmful for other crops such as barley, wheat and alfalfa, among others.

During the mid nineties, the Mexican government tried to promote the production of canola in Mexico, mainly in the States of Hidalgo, Puebla, Tlaxcala and Sonora. For this purpose, Mexico imported some hybrids from Manitoba, which were sown in these States.

The production of canola in Mexico reached a total of 13,417 tonnes in 1996. However, since 1997 the production has been declining significantly to reach only 434 tonnes in 2002.

There is a large domestic demand for canola, mainly from the oil industry and Mexico's limited production is insufficient to cover this demand.

The Mexican oil crushing industry demands around 1 million tonnes of canola per year for crushing, which places this product as the second most important oilseed for the Mexican oil industry after soybeans.

It is estimated that from the total Mexican production of vegetable oils (1.7 million tonnes), canola oil participates with around 25% (425,000 tonnes).

Canola is also used in Mexico in the preparation of meals for animal feed. Around 13.5% of the preparations for animal feed produced in Mexico contain canola.

Mexico imports large volumes of canola to cover the growing demand of the domestic industry. During the period 1998-2002 the Mexican imports of canola grew 13.3%, jumping from 791,699 tonnes with a value of US$236.4 million to 897,034 tonnes with a value of US$228.2 million.

Canada is the main supplier of canola to Mexico. During the period 1998-2001 the Canadian exports of canola to Mexico moved from 657,431 tonnes with a value of US$196.4 million to 815,452 tonnes with a value of US$169.7 million. However in 2002, exports were affected by the drought conditions in Canada and dropped to 484,636 tonnes with a value of US$125.4 million.

Other suppliers of canola to Mexico are France, Germany, U.K., Poland and the United States.

During 2003 the Canadian exports of canola to Mexico have been starting to recover after the downfall of 2002.

Mexico is a net importer of canola oil. However, its imports have been reducing due to an increase in domestic production.

During the period 1998-2002 the Mexican imports of canola oil reduced 25.3%, falling from 118,570 tonnes with a value of US$75.1 million to 88,575 tonnes with a value of US$38 million.

The U.S. is the main supplier of canola oil to Mexico with a market share of around 55%, followed by Canada with a share of 44%. The rest is imported from South Korea, Taiwan and Germany.

The Canadian exports of canola oil to Mexico during the analyzed period grew 15.3%, jumping from 34,697 tonnes with a value of US$22.7 million in 1998 to 40,000 tonnes with a value of US$16.4 million in 2002.

The consumption of canola oil in Mexico has been increasing. However, it is necessary to make additional efforts to promote the nutritional benefits of canola oil, particularly in relation to other oilseeds such as soybeans and sunflower.

Under NAFTA, the Canadian exports of canola seed and canola oil have duty free access to Mexico, which provides an advantage over other competitors in the Mexican market.
