International treaties

The 1969 Vienna Convention defines a treaty as "an international agreement concluded between States in written form and governed by international law, whether embodied in a single instrument or in two or more related instruments and whatever its particular designation."

In practice, treaties are concluded by the representatives of States who have received authorization to enter into agreements that are legally binding on those States. They are said to have full authority. In Canada, these agreements fall within the purview of the Minister's Office or of Foreign Affairs Canada.

Agriculture and Agri-Food Canada is a signatory of a number of international treaties related to agriculture, as well as science and technology.

Memorandum of agreement

A memorandum of agreement is a less formal type of international instrument, which often sets out practical measures for the implementation of an international framework agreement. It is also used to settle technical matters and various other details. A memorandum of agreement generally consists of a single instrument and does not require ratification. Memorandums of agreement are concluded either by governments or by international agencies.
