Guidelines for returning various Canadian animal products/by-products refused because of Bovine Spongiform Encephalopathy (BSE)

A. Animal Health and Production Division (AHPD) guidelines for returning various Canadian animal products/by-products refused by the UNITED STATES because of BSE
 
1. Edible ruminant meat: as for any edible meat/meat products, the procedure to follow can be found in the Canadian Food Inspection Agency's   Meat Hygiene Manual of Procedures, Chapter 11, section 11.5. http://www.inspection.gc.ca/english/anima/meavia/mmopmmhv/mane.shtml.  Food of Animal Origin Division (FAOD) restrictions apply.
 
2. Inedible ruminant meat: please contact Canadian Food Inspection Agency's (CFIA) Import Service Centres for guidance, Food of Animal Origin Division (FAOD) restrictions apply. Please note that there are no restrictions if the inedible meat is sent back directly to a rendering plant in Canada.
 
3. All rendered products: case by case evaluation, need a CFIA animal health import permit. Please contact CFIA’s AHPD. The list of contact names can be found at:  http://www.inspection.gc.ca/english/anima/heasan/import/conpere.shtml
 
4. Pet food:
 
a. Canadian pet food containing avian material (other than commercially sterile canned shelf stable) sent back from the States of California, Arizona, Nevada and Texas: please contact CFIA’s AHPD. Please note that Canadian pet food containing avian material and in original sealed bags (unopened) returned back from these 4 States can be allowed back into Canada. A written declaration from the Canadian importer will be required as well as a copy of the initial export documentation. The written declaration must state: ‘’only Canadian pet food in original sealed bags that have not been opened since departure from Canada are being returned’‘.
 
b. * For all other types of Canadian pet food, no animal health restrictions.
 
5. Manure:
 
a. Canadian manure in original sealed bags (unopened) may be allowed back into Canada. A written declaration from the Canadian importer will be required as well as a copy of the initial export documentation. The written declaration must state: ‘’only Canadian manure in original sealed bags that have not been opened since departure from Canada are being returned’‘.
 
b. For all other cases please contact CFIA’s  AHPD..
 
6. Fertilizers and composted growing medium
 
a. Canadian fertilizers and composted growing medium containing avian material sent back from the States of California, Arizona, Nevada and Texas: please contact CFIA’s  AHPD.. Please note that Canadian fertilizers and composted growing medium containing avian material and in original sealed bags (unopened) returned back from these 4 States can be allowed back into Canada. A written declaration from the Canadian importer will be required as well as a copy of the initial export documentation. The written declaration must state: ‘’only Canadian fertilizers and/or composted growing medium in original sealed bags that have not been opened since departure from Canada are being returned’‘.
 
b. *For all other types of Canadian fertilizers and composted growing medium, no animal health restrictions.
 
7. Animal feed:
 
a. Canadian animal feed containing avian material sent back from the States of California, Arizona, Nevada and Texas: please contact CFIA’s  AHPD.. Please note that Canadian animal feeds containing avian material and in original sealed bags (unopened) returned back from these 4 States can be allowed back into Canada. A written declaration from the Canadian importer will be required as well as a copy of the initial export documentation. The written declaration must state: ‘’only Canadian animal feed in original sealed bags that have not been opened since departure from Canada are being returned’‘.
 
b. For all other types of Canadian animal feed, no animal health restrictions.
 
PLEASE NOTE THAT WHEN IT IS INDICATED ‘’PLEASE CONTACT CFIA’S AHPD’‘ ARRANGMENTS MUST BE MADE BEFORE SHIPPING BACK PRODUCTS.

* Copy of the initial export documentation must be provided at the time of importation into Canada.
 

B. Animal Health and Production Division (AHPD) guidelines for returning various Canadian animal products/by-products refused by countries other than the U.S.A because of BSE
 
1. Meat and meat products: the procedure to follow can be found in CFIA’s Meat Hygiene Manual of Procedures, chapter 11, section 11.5 http://www.inspection.gc.ca/english/anima/meavia/mmopmmhv/mane.shtml
 
2. Rendered products: case by case evaluation, need an animal health import permit. Please contact CFIA’s’s AHPD. The list of contact names can be found at: http://www.inspection.gc.ca/english/anima/heasan/import/conpere.shtml

For all other regulated animal products/by-products: case by case evaluation, please contact CFIA’s  AHPD.
 

PLEASE NOTE THAT IN ANY CASE ARRANGEMENTS MUST ALWAYS BE MADE WITH CFIA’S AHPD BEFORE SHIPPING BACK PRODUCTS UNDER SECTION B.
