Final publication of Amendments to the Meat Inspection Regulations, 1990 - Food Safety Enhancement Program (FSEP)

December 21, 2004 - The Canadian Food Inspection Agency (CFIA) proposed an amendment to the Meat Inspection Regulations, 1990 to enhance Canada’s food safety and inspection programs in federally registered establishments. The amendments were published in Canada Gazette Part II on December 15, 2004.

The amendments necessitate the implementation of a mandatory Food Safety Enhancement Program (FSEP) in all federally registered meat and poultry establishments and storages. While it is acknowledged that industry is already implementing Hazard Analysis Critical Control Point (HACCP) programs, FSEP is designed to encourage the implementation and maintenance of a HACCP system in all federally registered meat and poultry establishments and storage facilities.

As of December 2004, 86% of federally-registered meat and poultry establishments have been FSEP-recognized or are in the process of being recognized. The remaining establishments have already begun implementing their HACCP programs. Meat and poultry establishments will have one year to comply with the new regulations.

The FSEP will help to maintain Canada’s excellent domestic and international reputation for a safe and high-quality food supply.
