Leader Cold Storage Ltd. Fined for Illegal Processing of Seafood

On February 14, 2005, the Supreme Court of B.C. overturned the acquittal of Leader Cold Storage Ltd. and convicted the company of one count of violating the Fish Inspection Regulations, resulting in a $1,000 fine.

On May 23, 2002, the Canadian Food Inspection Agency (CFIA) conducted an inspection at Leader Cold Storage Ltd. in Richmond, B.C. During the inspection, cartons of shrimps/prawns labelled with Leader Cold Storage Ltd.’s registration number and an export only sticker were found in the processing area. Upon further review, it was noted that Leader Cold Storage Ltd. did not have a quality management program (QMP) in place for shrimps and/or prawns.

According to section 15(9)(b) of the Fish Inspection Regulations, an operator of a registered establishment shall implement and comply with the quality management program. The CFIA's objective for the QMP is to promote the production of safe and wholesome fish and seafood products, protect consumers of Canadian fish and seafood, meet international trade requirements and maintain open access to international markets.
