A five-member board of commissioners is responsible for the commission's activities. The chairperson reports to the Minister of Development and Technology who is also Minister Responsible for the PEI Liquor Control Act. The mandate under the PEI Liquor Control Act has two primary components - regulatory and commercial. The regulatory function is carried out by the commission's Licensing and Security Department which is responsible for licensing and inspecting all licensed premises and special permit functions. It also investigates and reports on all licensee complaints and determines whether there were infractions of the PEI Liquor Control Act. On the commercial side, the commission is a major force in the provincial economy with sales in excess of $70 million making it one of the largest retail organizations in Prince Edward Island. The commission presently operates 19 retail outlets and has contracted with private interests for the operation of an Agency Store in Morell, P.E.I. In addition, the commission operates a central warehouse and Licensee Distribution Centre located in Charlottetown.
