Departmental Governance

The governance regime of the department is designed to enable the setting of departmental strategic outcomes and achievement of results through a "one-department" approach that makes the most effective use of individual and collective skills and leadership at all levels of the department.

Strategic directions and priorities at the departmental level are determined and all key management decisions are taken at the Executive Management Council (EMC), including how departmental capacity and resources will be allocated to Outcome Projects. Only EMC members attend EMC meetings.

Policy Brief and Program Brief are open fora that provide for an in-depth discussion of key policy and program design and delivery issues of departmental concern and the development of consolidated views and perspectives on action to be taken.

The Priority Management Boards are responsible for the design and delivery of specific elements of departmental outcomes and priorities. Through the planning, management and control processes, they ensure that work is organized and carried out through integrated Outcome Project Groupings (OPG) that will deliver Outcome Projects (OP) focused on specific priorities and results.

Assistant Deputy Ministers (ADMs) also provide leadership on functional areas of the department and on specific issues. Regional Directors General (RDGs) are the department's senior representatives in the regions. ADMs and RDGs are members of EMC, Program and Policy Briefs, chaired by the Deputy Minister and Associate Deputy Minister, and the Priority Management Boards.

Leadership is exercised at all levels in the organization. OPG Leaders and OP Leaders provide leadership on the planning and delivery of work and results. All departmental staff are involved in the delivery of at least one Outcome Project according to their skills, knowledge and experience.

Organizational Structure

The organizational structure aligns functional capacities and expertise in the department and supports the results management structure. The organizational structure provides for:

• the structural base for the people in the organization,
• operational human resource management, including leave approval, performance management (in consultation with OPs), training and development, and recruitment.
