1. Language Instruction for Newcomers to Canada (LINC) Program
   The Language Instruction for Newcomers to Canada (LINC) Program provides free basic French and English language courses to adult permanent residents, refugees and protected persons.

Newcomers to Canada can also receive:

1. Skills Development
   The Skills Development program provides a negotiated amount of financial support for skills training to Employment Insurance eligible individuals.
2. Lifelong Learning Plan (LLP)
   The Lifelong Learning Plan (LLP) allows individuals to withdraw funds from their registered retirement savings plans (RRSPs) to finance training or education for themselves or their spouse or common-law partner.
