Secondary Lead Smelter Release Regulations (SOR/91-155)

Regulations prescribing national emission standards for secondary lead smelters were first issued in 1976 under the Clean Air Act. In February 1991, The Regulations were revoked and replaced by the Secondary Lead Smelter Release Regulations, made pursuant to subsection 34(1) of the Canadian Environmental Protection Act (CEPA). the main objective of the Secondary Lead Smelter Release Regulations is to limit the concentration of particulate matter containing lead emitted into the ambient air from defined sources within a secondary lead smelting facility. The Regulations also contain provisions regarding plant malfunctions, emission testing, and reporting. Reporting under The Regulations is at the discretion of the Minister of the Environment. The Regulations provide for the submission of release measurement reports (emission testing) and malfunction or breakdown reports.
