Each region is responsible for the construction and reconstruction of
the highway system including
management of traffic control, safety and signage throughout the region.

|
Services provided by Regions include:
Analysis of highway infrastructure to determining needs based on:
- Pavement Condition
- Traffic Volume
- Roadway Classification, i.e. Arterial, Collector, Local
- Accident History
- Projected Growth
Development of annual and multi-year road construction program, and
traffic engineering programs
for the region based on infrastructure needs. Input is provided on
the bridge construction and
Maintenance program.
Obtaining field survey data used in the preparation of design drawings and preparation of construction
materials estimates.
Review of design drawings.
Preparation of tender submissions by Contractors.
Performing project management duties including:
Construction surveying including horizontal and vertical layout and measurements of quantities;
- Providing weighers, checkers, data collectors and field inspection staff to monitor quality and
quantity of materials and the general compliance of the work with the tender documents;
- Monitoring the work schedule;
- Ensuring traffic control measures are in place and functioning appropriately;
- Calculating contract quantities and preparation of
payments to the contractors;
- Providing direction to staff and Contractors on all aspects of the projects;
- Ensuring Environment requirements are met;
- Negotiating with landowners for land requirements, land impacts;
- working with utilities where required.
Carrying out annual reviews of Department's, "General Provisions and Contract
Specifications for
Highway Construction", and recommending changes as required.
Maintaining contact with municipal officials, politicians, citizens and media to provide information
relating to current and future projects.
Installation, and Maintenance of traffic control devices and
administration of the Roads Act and Highway
Access Regulations carried out by the
Traffic Operations Section which falls under the auspices of the
Capital Projects Regional Operations. See

Management of Subdivision Development.
