About Us

Louis Ranger is the Deputy Head, Infrastructure and Communities, and leads Infrastructure Canada. The department was established in August 2002. It provides a focal point for the Government of Canada on infrastructure and community issues and programs.

Infrastructure Canada coordinates federal government efforts focused on cities and communities, and supports infrastructure initiatives across the country. Together with Transport Canada and 16 Crown corporations, the department forms part of a larger Transport, Infrastructure and Communities (TIC) portfolio. The TIC portfolio gathers various policy and program instruments in addressing common issues. TIC works through partnerships with all orders of government. These partnerships respect provincial/territorial jurisdictions and maintain the principle of open federalism and a focus on fiscal balance.

The new portfolio is a focal point for many issues that are of national interest, and play out in all regions and communities. TIC brings together the Government of Canada’s activities in supporting the development of our communities, the planning of our transportation systems and the renewal of our infrastructure.

Cities and Communities

The Cities and Communities Branch provides critical analysis and advice with respect to articulating and promoting an integrated approach to a broad range of socio-economic, cultural and environmental issues affecting Canadian cities. The Cities and Communities Branch is also developing the partnerships across governments necessary to address the complex issues facing cities and communities today. Finally, the Cities and Communities Branch is leading negotiations with provinces, territories, and provincial municipal associations on both the transfer of a total of $5 billion over five years to Canadian cities and communities for environmentally sustainable municipal infrastructure, and for the sharing of $400 million for public transit infrastructure.

Policy and Communications

The Policy and Communications Branch identifies and assesses infrastructure needs, priorities and funding pressures at a federal level; builds, connects and shares research on infrastructure and communities; coordinates federal communications on infrastructure; and assists the Deputy in providing policy advice to the Minister.

Program Operations

The Program Operations Branch implements programs and manages funding agreements and provides risk management and analysis, environmental stewardship, and program evaluations.

Corporate Services

The Corporate Services Branch provides support and services for corporate functions such as procurement, IM/IT including the department’s major program management system, called the Shared Information Management System for Infrastructure (SIMSI), human resources, finance, security, planning and administration, and internal audit and evaluation.

By working with municipal, provincial and territorial project proponents and the private sector to identify regional and local development priorities and to finance specific infrastructure projects, Infrastructure Canada is helping meet our national social, economic and environmental objectives.
