About CADC

Who We Are
Crown Assets Distribution Centres (CADC), within Public Works and Government Services Canada, dispose of moveable federal government surplus materiel through 6 regional CADCs across Canada and its Headquarters, through direct sales and in some cases, through contracts with service providers. Sale methods include tenders, public sales and auctions.

For over 50 years, CADCs have been involved in the direct sale of surplus materiel ranging from ships and cars to furniture and clothing as well as seized goods on behalf of federal government departments and agencies.

CADCs also act as agents for foreign governments in the sale of their surplus assets located in Canada. CADCs also have working arrangements with certain European governments for disposal of Canadian military surplus located in their countries.

How we sell?

  • ** Public sales at CADC sites and vehicle sales through the National Master Standing Offer or by CADC direct sales. These are advertised in local or national media, specifying details of location, commodities for sale and inspection times.
  • Following the closing date of the sale, (sealed) offers are opened and evaluated and the successful bidder(s) are notified.

  • It is the Crown Assets Distribution (CAD) mandate to dispose of surplus moveable Crown assets and to provide quality service to client departments while obtaining best value for the Crown.
  • In some cases, usually when a lot is considered to have a significant market value, the disposing department may set a reserve bid. This means that the lot will not be awarded for an amount lower than the reserve bid amount posted in that particular sale.
  • In the case of lots for which no reserve bid has been posted, bidders must keep in mind that, in order to obtain best value, an estimated value based on CAD historical sales data, formal appraisals and/or industry tools such as the "Canadian Black Book", is established for each lot before requesting any bids. In practice this means that CAD will assess the highest bid received against the estimated value to determine whether it meets our overall objective of obtaining best value. This decision will also consider the cost of going through another sales process. Bids received in the initial offering will be honored in any subsequent sale ensuring that the asset will not be awarded for less than the highest bid received overall. That being said, the vast majority of lots are sold subsequent to their initial offering.

Payment
  • Payment is required from the successful bidder within the period of time stated in the Offer to Purchase (OTP) document.
  • Payment can be made by cash, debit card, certified cheque, money order and all major credit cards (VISA, MasterCard and AMEX). Some restrictions may apply.
  • All sales are subject to applicable taxes.
  • ALL SALES ARE FINAL
Removal
  • Equipment and materiel CANNOT be removed from the sale location until full payment has been received.
  • Removal MUST occur within a prescribed period of time.
  • Materiel is sold "AS IS WHERE IS" : CADC makes no warranty, expressed or implied, as to the conditions of the materiel.
  • It is strongly recommended that bidders contact the custodian to arrange a time for viewing the materiel.
