Canadian Radio-television and Telecommunications Commission (CRTC)

The Canadian Radio-television and Telecommunications Commission purchases a variety of goods and services including:

Goods: stationery and office supplies, telecommunications equipment, software and hardware equipment, office furniture books and subscriptions
Services: research, informatics, printing, consulting services

How We Buy:

Up to $5,000: The CRTC purchases goods and services directly from suppliers. Quotations are obtained, where possible, through a competitive process. These activities are decentralized to responsibility centre managers who have the option of purchasing using acquisition cards or requesting a local purchase order from Finance and Corporate Services

Goods:

$5,000 to $25,000: The CRTC may purchase directly from suppliers or solicit competitive bids. Quotations are obtained, where possible, through a competitive process. All purchases are handled centrally through Finance and Corporate Services Finance which has the option of purchasing using a local purchase order, a call-up against a standing offer (arranged through PWGSC), or a purchasing card in special cases.
$25,000 to $89,000: All purchases are handled centrally through Finance and Corporate Services which purchases using call-ups against standing offers or advertising on MERX. The requirement may also be forwarded to PWGSC to arrange for a contract.
$89,000 and up: The CRTC advertises these requirements on MERX.

Services:

$5,000 to $25,000: The CRTC may purchase directly from suppliers or solicit competitive bids. Quotations are obtained, where possible, through a competitive process. All purchases are handled centrally through Finance and Corporate Services which has the option of purchasing using a departmental contract, or a call-up against a standing offer (arranged through PWGSC).
$25,000 to $89,000: All purchases are handled centrally through Finance and Corporate Services which purchases using call-ups against standing offers, departmental contracts using a competitive process or by advertising on MERX. The requirement may also be forwarded to PWGSC to arrange for a contract.
$89,000 and up: The CRTC advertises these requirements on MERX.


The CRTC follows Treasury Board policies, procedures and guidelines.
