Human Resources and Skills Development Canada
What we buy
Human Resources and Skills Development Canada (HRSDC) purchases a wide variety of goods and services (mostly non-scientific) nationally. Procurement of goods valued below $5K and services below $1K are decentralized. The major difference in procurement and contracting activities between the National Headquarters (NHQ) and Regional Headquarters (RHQ) is the volume and dollar values (less in RHQs).
Major items bought are:
- Management Consulting Services
- Computer and Related Services
- Advertising Services
- Audio-visual Services
- Temporary Help Services
- Computer Equipment Maintenance and Repair
- Printing Services
Most departmental procurement and contracting is for transactions with values below $25K. These are mostly processed through Local Purchase Orders or Acquisition Card purchases (goods below $5K and services below $1K).
Electronic Tendering
HRSDC (NHQ) has used electronic tendering (MERX) for procurements valued above $25K since April 1997. The Regions do not use electronic tendering.
Standing Offers
HRSDC uses standing offers for purchases such as furniture, EDP equipment and services, and non-professional services.
Acquisition Cards
Acquisition cards are used extensively for the purchase of goods under $5K and services under $1K. Approximately 1400 cards have been issued nationally. Card are issued mostly to administrative staff.
