Women's Program

Women's Program Renewal

  • The Terms and Conditions of the Women’s Program (WP) have been renewed for the period September 27, 2006 to September 27, 2011.

  • The following is information on key Program aspects under the renewed terms and conditions. More detailed information, including WP funding guidelines, will be available on Status of Women Canada (SWC) web site shortly as well as through SWC offices across the country. 
Program Description

The following Program description focuses on key aspects, resulting from the renewed terms and conditions.

Mandate:

The mandate of the WP is to facilitate women’s participation in Canadian society by addressing their economic, social and cultural situation through Canadian organizations.

Objective:
  • To achieve the full participation of women in the economic, social and cultural life of Canada. 

To do so, the Program supports projects that improve the situation of women in key areas such as women’s economic status and violence against women and girls.

Expected Outcomes

The Women’s Program outcomes are directly linked to the strategic outcome of Status of Women Canada. The outcomes are measurable and make a difference to the economic self-sufficiency and participation of women in Canadian society.

Short-term Outcome
  • The economic, social and cultural situation of women is improved through projects directly impacting women in their communities
Intermediate Outcome
  • Increased opportunities for women to participate fully in the economic, social and cultural life of Canadian society
Long-term Outcome 
  • Women fully participate in the economic, social and cultural life of Canadian society
Recipients

Those eligible for funding from the Women’s Program are:

  • Incorporated not-for-profit and for-profit Canadian organizations whose mandates are consistent with the objective of the Women’s Program.
Activities:

Funding is provided for activities related to an initiative that:

  • Contributes to the Women's Program mandate by addressing the Program's objective;
  • Falls within one or more of the Program’s areas of focus (economic, social and cultural situation of women in Canada);
  • Occurs within a specific time period;
  • Articulates clear plans to achieve outcomes;
  • Involves women who are affected by the issue in all aspects of the project (e.g. planning, implementation, follow-up, and evaluation); and
  • Identifies other sources of financial and/or "in-kind" support. 

SWC does not provide funding to:

  • Activities that have already taken place;
  • Activities taking place outside of Canada (with the exception of United Nations (UN) or CEDAW-related activities);
  • Capacity building for organizations unless related to a clearly articulated need in order to carry out a project that will result in an outcome that would improve directly the situation of women;
  • Research and polling activities not directly tied to a project that will result in an outcome that would improve directly the situation of women; and
  • Domestic advocacy activities and lobbying of federal, provincial and municipal governments.
Costs

Costs directly related to the project are eligible for consideration. These include but are not limited to:

  • Travel costs within Canada;
  • Travel costs outside of Canada that are related to travel to UN or CEDAW-related activities;
  • Salaries and benefits;
  • Honoraria/professional fees;
  • Facility rental and utilities;
  • Office equipment and furniture (up to a maximum of $10,000 per project);
  • Materials and supplies;
  • Publicity and promotion;
  • Consultations; and
  • Audit and evaluation.

Ineligible costs are:

  • Capital expenditures (such as land, buildings, vehicles and other major capital costs);
  • Travel and other expenses incurred outside of Canada that are NOT related to UN and CEDAW-related activities; and
  • Costs incurred before a funding decision is made.

Payments for projects approved under the previous Women’s Program terms and conditions will continue to be made for the duration of the relevant funding period.
