Chief Superintendent Randy Robar was born in Kirkland Lake, Ontario. His youth was spent living in a variety of military bases in Nova Scotia, Ontario, Quebec and overseas. C/Supt Robar joined the RCMP in 1971 as a member of the first RCMP bilingual troop, a pilot program involving 16 anglophone and 16 francophone members. Upon graduation from Depot, C/Supt Robar was posted to the province of Quebec. Following the completion of general policing duties in Chicoutimi, C/Supt Robar was transferred to organized crime duties in Montreal and Quebec City. As an intelligence analyst, C/Supt Robar provided criminal intelligence support and analysis to the Organized Crime Commission held in Quebec City.

In 1979 he was transferred to the Informatics Directorate in Ottawa. While in Ottawa he attended Algonquin Community College where he undertook studies in information technology. In 1983 he was transferred to New Brunswick and tasked with developing an information technology program for the RCMP in New Brunswick, preparing the division for future technology.

C/Supt Robar was commissioned in 1989 returning to Ottawa where he was seconded to the Department of the Solicitor General. While with the Solicitor General he was part of a team of police officers responsible for the National Counter Terrorism Plan and the development of training exercises for police departments across Canada.
