Chief Superinendent Randy Robar
Commanding Officer – “L” Division (Prince Edward
Island)
Royal Canadian Mounted Police Chief Superintendent Randy Robar was born in Kirkland Lake, Ontario.
His youth was spent living in a variety of military bases in Nova
Scotia, Ontario, Quebec and overseas. C/Supt Robar joined the RCMP
in 1971 as a member of the first RCMP bilingual troop, a pilot program
involving 16 anglophone and 16 francophone members. Upon graduation
from Depot, C/Supt Robar was posted to the province of Quebec. Following
the completion of general policing duties in Chicoutimi, C/Supt
Robar was transferred to organized crime duties in Montreal and
Quebec City. As an intelligence analyst, C/Supt Robar provided criminal
intelligence support and analysis to the Organized Crime Commission
held in Quebec City. In 1979 he was transferred to the Informatics Directorate in Ottawa.
While in Ottawa he attended Algonquin Community College where he
undertook studies in information technology. In 1983 he was transferred
to New Brunswick and tasked with developing an information technology
program for the RCMP in New Brunswick, preparing the division for
future technology.
C/Supt Robar was commissioned in 1989 returning to Ottawa where
he was seconded to the Department of the Solicitor General. While
with the Solicitor General he was part of a team of police officers
responsible for the National Counter Terrorism Plan and the development
of training exercises for police departments across Canada. In 1993
C/Supt Robar returned to the RCMP on the Project Renewal Team, eventually
becoming the team Director. The mandate of the team was to coordinate
the downsizing and reorganization of the RCMP to meet financial
reductions identified by the federal government’s program
review process. During his term with Project Renewal, C/Supt Robar
was one of the lead facilitators in developing the RCMP’s
Vision Mission and Values statement which now hangs proudly in every
RCMP detachment and building in Canada. In 1997 C/Supt Robar returned
to New Brunswick as the District Policing Officer. He served as
the Corporate Management Officer for the Atlantic Region responsible
for finance, planning, and assets. C/Supt Robar assumed command
of “L” Division during a formal Change of Command ceremony
in Charlottetown on January 27, 2004. Chief Superintendent Robar has been awarded the RCMP Long Service
Medal and the Queen’s Jubilee Medal. He is married to Paulette and has two children. His daughter, Robyn,
works in Ottawa and his son, Adam, is in high school. C/Supt. Robar
enjoys reading, sporting events, and community involvement.
