What is new/changed?

Commissioner's Directive 023 - Citizens' Advisory Committees.

Why was the policy changed?

The Commissioner's Directive was originally issued November, 1990, therefore the Public Participation and Consultation Branch at CSC and the Citizens' Advisory Committees' National Executive decided that a formal review was necessary to update and clarify certain sections of the CD.

What is the purpose of the change?

The CD was changed for a number of reasons. Firstly, the Service now requires the establishment of Citizens' Advisory Committees at each operational unit including institutions, area and district parole offices, and community correctional centres, as specified by the attached schedule. Secondly, the CD was changed in response to the Gentles Inquest recommendations 65 and 66, which address the accountability of CAC members, selection of new CAC members and levels of membership. Thirdly, the CD clarifies the roles of the Citizens' Advisory Committees and, fourthly, identifies who in CSC is responsible for the various elements of the program.

How was it developed?

Consultation has occurred with regional officials and National Headquarters sectors. The draft policy was shared with USGE, the Correctional Investigator and the CAC National Executive Committee. Wardens and District Directors were asked to consult with their respective CACs and report back to the Communications and Consultation Sector through their Regional Deputy Commissioner.

Accountability?

The policy incorporates specific accountabilities and responsibilities and sets out the process to be used in supporting the operation of CACs and the support to be provided by the Service's Regional and National Headquarters' staff.

Who will be affected by the policy?

All CACs, institutions, area and district parole offices, and community correctional centres.
