What is new/changed?

Commissioner's Directive 350, entitled "Materiel and Supply Management Services", now excludes inmate and employee clothing entitlements. The title of the Directive has been changed to Materiel and Supply Management Services to further emphasize today's operational realities.

In addition, Commissioner's Directive 355, entitled "Asset Management" is rescinded. Further direction is contained in the Guidelines on Asset Management and Acquisition Cards, which constitutes the mandatory requirements of the policy framework. To assist staff, hyperlinks to authorities, cross-references and forms have been added to the CD and the guidelines.

Why was the policy changed?

The policy was changed to clearly reflect today's policy framework for CSC's Contracting and Materiel Services operations. One additional Guideline on Contracting will be drafted to complement the other two. The policy is also being updated to reflect new Treasury Board policies in these areas.

What is the purpose of the change?

To ensure that the CSC's policy in regard to Contracting and Materiel Services is communicated to staff in a manner consistent with the new policy framework.

How was it developed?

The policy owner revised the existing CD and drafted new Guidelines in consultation with management and operational staff from all regions, and the NHQ Policy, Performance Assurance and Legal Services Divisions.

Accountability?

The Commissioner's Directive and Guidelines will clearly outline the Contracting and Materiel Services accountabilities.

Who will be affected by the policy?

Every staff member concerned directly or indirectly with procurement, contracting and the physical assets of the Service.
