What is new?

Commissioner's Directive 318 - Environmental Programs - and nine related Environmental Guidelines have been promulgated.

Why was the policy created?

To respond to regulatory requirements and government policies by formalizing a nationally consistent approach for the implementation of environmental standards across the Correctional Service of Canada.

What is the purpose of the policy?

The policy seeks to foster the use of an Environmental Management System (EMS) by providing managers and staff with a clear understanding of their roles and responsibilities, with respect to:

  • what constitutes unlawful or unacceptable conduct;
  • key responsibilities; and
  • monitoring practices used to ensure compliance with policy and to maintain EMS performance and integrity.

How was it developed?

Extensive and comprehensive consultation occurred with several staff over an extended period of time. The first set of draft Environmental Guidelines was presented to all Chiefs, Plant Maintenance, and some Assistant Wardens, Management Services, in 1999. Guidelines were then tested and used in most institutions in support of the program's requirements. Consultation with Executive Committee members took place in the winter of 2002. In addition, Unions received copies of the latest draft policy and guidelines for information.

Accountability?

The Assistant Commissioner, Corporate Services, Regional Deputy Commissioners, the Chief Executive Officer for Corcan, the Assistant Commissioner, Performance Assurance, and Wardens are specifically mentioned in the CD, as being responsible to fully implement the policy and guidelines, thus providing the Service with the means to fulfill its external accountability.

The guidelines expand on the role of the Chief, Plant Maintenance, the Corcan Operations Managers and the Assistant Wardens, Management Services.

Who will be affected by the policy?

Many managers and staff are and will be involved in the program as designated by the senior managers mentioned above.

Expected cost?

It is expected that a special effort will be required of line managers to finalize the setting up of the EMS at each institution and region. A more detailed review of long-term resource implications is currently being conducted as part of an overal functional review of Technical Services.

Other impacts?

The environmental training sessions that were delivered, over the past five months, to all key senior managers and supervisors involved will facilitate the implementation of this policy and guidelines. When fully implemented, the EMS will enhance CSC's position as a strong contributor within the Federal community.
