What is new/changed?

CDs 566-3 - Inmate Movement, 567 - Management of Security Incidents, 568-4 - Preservation of Crime Scenes and Evidence, 800 - Health Services, and 843 - Prevention, Management and Response to Suicide and Self-Injuries have been revised to clarify staff responsibilities with respect to first aid, medical emergencies and CPR.

Why was the policy changed?

To clarify the role of staff members in the preservation of life under emergency conditions.

How was it developed?

The policy change was developed with Human Resources, Health Services, Labour Relations, Legal Services, Security and Policy.

Accountability?

Institutional Heads are responsible for:

  • ensuring that correctional staff are provided with approved protective equipment to be used while administering CPR/first aid;
  • providing to staff members hard copies of paragraph 18 of CD 567 and the appropriate checklist for staff positions;
  • meeting with and briefing all staff to ensure they have a full appreciation of the changes in policies and their responsibilities;
  • ensuring that life saving equipment is available in strategic locations throughout the institution;
  • ensuring all appropriate staff are fully trained in CPR/first aid;
  • requiring staff members to sign a written acknowledgement that they have received their copies of paragraph 18 and one of the following checklists and understand their duties:
  • requiring Correctional Officers to carry the approved protective equipment on their person when sufficient quantities become available at the institution; and
  • reporting to the Director General, Security by November 30, 2004 affirming that their institutions have met the requirements as stated.

CSC staff involved in supervision of offenders and responding to emergencies.

Expected cost?

$ 100,000 for CPR masks.
