What is new?

The Environmental Guidelines 318-4 on the Management of Halocarbons, promulgated in June 2003, had to be amended following legal modifications of the Federal Halocarbon Regulations, mainly because of new deadlines regarding phase-out of ozone depleting substances (eg.: CFCs) contained in chillers, refrigeration and air-conditioning systems.

Why was the policy created?

To respond to regulatory requirements and government policies by formalizing a nationally consistent approach for the implementation of environmental standards across the Correctional Service of Canada regarding the management of halocarbons.

What is the purpose of the policy?

The policy seeks to foster a management of CFCs that is compliant with Canadian regulatory requirements by providing managers and staff with a clear understanding of their roles and responsibilities with respect to:

  • unlawful or unacceptable conduct;
  • key responsibilities; and
  • monitoring practices used to ensure compliance with policy.

How was it developed?

Since the proposed modifications are mainly linked to mandatory regulated issues, Regional Environmental Officers were consulted in an effort to consolidate the changes into the Environmental Guidelines on the Management of Halocarbons.

Accountability?

Just like the first version that was promulgated in June 2003, the amendments to EG 318-4 expand on the role of the Chief of Plant Maintenance, the Corcan Operations Managers and the Assistant Wardens of Management Services. Therefore, there is no noticeable difference in terms of accountability.

Who will be affected by the policy?

All Correctional Service of Canada facilities that manage chillers, refrigeration and/or air-conditioning systems containing halocarbons (mainly CFCs) are submitted to these Environmental Guidelines. Most of the requirements linked to the management of halocarbons fall under the responsibilities of the Chief, Plant Maintenance at the institutional level.

Expected cost?

Taking into account the new restrictions that came into effect on January 1, 2005 concerning specific halocarbons, certain chillers and refrigeration/air-conditioning systems containing CFCs will have to be upgraded or replaced before the end of their useful life. However, the institutional maintenance management system coupled with the budget planning process for construction projects already integrate the capacity to manage through time this type of transition.

No other impacts have been quantified at this stage.
