What is new/changed? Standard Operating Practices (SOPs) 700-14 -Security Classification of Offenders Why was the policy changed? In February 2001, CSC modified its policy to recognize the importance of the gravity of the offence during the initial penitentiary placement process. Following a review of our results to date, it was decided to amend the policy. Wardens will be the decision-makers for initial placement decisions for offenders serving a life sentence. This authority will not be delegated. Regional Deputy Commissioners and the Assistant Commissioner, Correctional Operations and Programs, will periodically monitor all placement decisions. What is the purpose of the change? The change has been made to better align CSC policies and correctional planning practices for all offenders with the legislation. How was it developed? The policy revision was developed in consultation with staff from the Correctional Operations and Programs Sector, including Research, Legal Services, the Women Offender Sector, Corporate Development Sector, Offender Management System Renewal and the Office of the Correctional Investigator. Accountability? None. Who will be affected by the policy? All offenders serving a life sentence for first or second degree murder and all institutional case management staff. Expected cost? None.
