COMMISSIONER'S DIRECTIVE 090 - PERSONAL PROPERTY OF INMATES

Why was the policy changed?

To clarify computer and electronic game related items that are authorized and unauthorized to ensure fair and consistent application of the CSC policy on personal property of inmates.

What has changed?

Annex A on Inmate-Owned Computers and Electronic Games has been amended to clarify authorized and unauthorized computer related items.

How was the policy changed?

The Schedule of Allowable Computer Configurations and Related Peripherals has been modified.

The following "Exceptions" paragraph found on the last page of the Annex has been deleted:

  • Inmates who were previously authorized to have computers or peripherals which do not meet the preceding specifications (for example, Apple, Macintosh, Amiga, Atari, Commodore, etc.) may continue to keep them in their cells. These items may not be upgraded but they may be repaired. Inmates are required to sign and abide by a statement (form CSC 2022) and the rules and conditions governing inmate-owned computers.

The following paragraph found on page 1 of the Annex:

  • One IBMTM or IBMTM compatible "stand-alone" desktop computer which does not exceed the following standards:

Has been replaced with:

  • One IBM or IBM compatible "stand-alone" desktop computer or other previously authorized computer (e.g. Apple, Commodore, Amiga, Macintosh, Atrari) which does not exceed the following standards:

The following item found on page 2 of the Annex:

  • one 104-key IBM compatible keyboard;

Has been replaced with:

  • one keyboard (wired);

The following game has been removed from the Approved Electronic Games paragraph:

  • Dreamcast.

How was it developed?

The revision was completed in consultation with A/ACCOP, Legal Services, Reintegration Programs, Information Technology Security, and Security.

Accountabilities?

CSC employees who deal directly with inmate personal property will have clearer guidelines when performing their duties. Inmates are now more accountable for the personal effects kept in their cell.

Who will be affected by the policy?

Inmates, offenders and CSC staff who deal directly with inmate personal property, as well as staff who conduct cell searches.

Expected cost?

No cost.
