What is new/changed?

CD 717 - COMMUNITY ASSESSMENTS

Why was the policy changed?

The Institutional and Community Reintegration Divisions have consolidated and streamlined all case management policy documents. This involved re-formatting all of the SOPs into CDs, integrating all previous direction issued via Case Management Bulletins and interim policies into the current updated documents.

The changes to the documents are primarily technical in nature; however, any changes to policy have been identified below. They have resulted from recommendations following investigations, Executive Committee decisions and consultations with stakeholders, such as the Office of the Correctional Investigator.

CD 717 specifies the requirements for completing Community Assessments which were formerly contained in SOP 700-03 - "Assessments Completed by the Community".

Changes

CD 717 "Community Assessments" contains the policy direction specific to the completion of Community Assessments.

The policy regarding the completion of Preliminary Assessments and Post Sentence Community Assessments is now contained within CD 705-1 entitled "Preliminary Assessments and Post-Sentence Community Assessments".

The policy regarding the completion of Community Strategies is now contained in CD 712-1 entitled "Pre-Release Decision-Making".

How was it developed?

The policy was developed as a result of a working group comprised of parole officers and senior parole officers from each region, the Women Offenders Branch, Aboriginal Initiatives Branch, OMS, NPB, Institutional and Community Reintegration Divisions. Further consultation occurred with relevant stakeholders both internal and external to CSC.

Accountability?

There are no changes in accountability. Specific accountabilities are reflected within the Commissioner's Directives.

Who will be affected by the policy?

Operational managers and parole officers are responsible to implement the procedural changes identified.

Expected cost?

No expected costs.
