COMMISSIONER'S DIRECTIVE 566-4 -
INMATE COUNTS AND SECURITY PATROLS

Why was the policy changed?

The policy was changed to ensure counts include a verification that the individual is alive; to establish recording procedures; to address medical conditions, gender-related issues, spiritual and ceremonial requirements; and to merge the relevant sections of Part I of the Security Manual relating to patrols.

What has changed?

The following additions and changes were made:

  • procedures related to the completion of inmate counts and security patrols have been amended to ensure that those inmates being counted are observed breathing and alive;
  • procedures for security patrols have been clarified;
  • exemptions for medical conditions and physical limitations for stand-to counts have been specified;
  • procedures for establishing security patrols and counts with respect to sacred ceremonies have been included, having been moved from CD 702 on Aboriginal Programming;
  • procedures for counts and security patrols in women's institutions have been articulated to respect CSC's operational requirements with regard to cross-gender staffing; and
  • requirements for review of electronic registers recording security patrols and counts have been established.

How was it developed?

The Security Branch consulted with the Correctional Investigator, the UCCO, the USGE, Aboriginal Issues, Women Offender Sector, Legal Services and Regional Security to create the final document.

Accountabilities?

Accountability will remain with the managers and staff in the conduct of their duties related to the security function.

Who will be affected by the policy?

Every staff member concerned, directly or indirectly, with preventing and managing security incidents in institutions and in Community Correctional Centres.
