Policy number and title: COMMISSIONER'S DIRECTIVE 784 AND GUIDELINES 784 -1 - Why was the policy changed? The change was made first and foremost to underscore the victim safety issues with regard to information sharing. It also highlights the importance of using risk relevant victim information in decision-making with respect to an offender. What has changed? The policy clarifies and streamlines the information sharing process, and outlines the responsibilities of victims and CSC officials involved in that process. The guidelines expand on the intricacies of the policy. The policy and guidelines reflect the implementation of the Victim File Bank and clarifies specific procedural questions. Finally, unnecessary cross-references have been eliminated and a comprehensive and detailed process has been created. How was it developed? This policy has been developed in consultation with representatives from various sectors of CSC, with regional victim liaison staff and with other relevant stakeholders. Accountabilities? The accountability structure remains substantially the same as in the existing policy. The Commissioner is responsible for victim information sharing, as per the Act. An updated chart of delegations has been developed to specify the level of responsibilities in CSC. The Assistant Commissioner, Correctional Operations and Programs is responsible for the functional coordination of services to victims. Who will be affected by the policy? The policy and procedures are designed to enhance victims' safety and increase their level of satisfaction with the response to their requests for information. CSC staff and NPB staff dealing with victim requests, as well as victims and offenders will be affected. Expected cost? These changes will be cost neutral as they reflect the minimum legal requirements. Other impacts? The mechanisms in place to ensure victim safety are enhanced, the roles of officials involved in information sharing are clearly and comprehensively outlined and the overall process is less complex and easier to administer.
