FOR IMMEDIATE RELEASE

ILLEGAL JOB ACTION AT MILLHAVEN INSTITUTION

KINGSTON, March 11, 2003 — On Monday March 10, 2003, correctional officers arrived for their day shift, but refused to report to their assigned positions when it was learned that seven officers from the night shift had been asked to remain for a second shift on overtime. The seven officers were needed to replace officers who had called in to say that they would be absent from work that day. Management maintains the right to request staff to work overtime.

After discussions with management, a number of correctional officers continue their refusal to work. CSC officials put out a call to Wardens requesting assistance in deploying excluded managers to assist in operations at Millhaven Institution.

This is an illegal job action, employees who do not report for duty immediately will be considered as being absent without authorization and will not be entitled to pay and will be subject to disciplinary measures. There are legitimate mechanisms available to staff for resolving differences and concerns and CSC management regrets that staff have chosen this course of action. Management continues to reaffirm its willingness to discuss and resolve the situation.

The situation within the institution remains calm. Public safety is not compromised by this illegal job action.
