FOR IMMEDIATE RELEASE CSC POLICY ON THE USE OF RESTRAINT EQUIPMENT AMENDEDOttawa, July 9, 2004 - As a result of joint consultation between the Correctional Service of Canada (CSC) management and union representatives of UCCO-SACC-CSN, the policy on the use of restraint equipment has been amended today to permit all federal Correctional Officers in direct contact with inmates in maximum, medium, and multi-level security institutions to carry handcuffs. This amendment is effective immediately. Previously, restraint equipment was available at all control posts but was not carried on a person unless it was required by the situation and had been authorized by the Institutional Head. The amendment to Commissioner Directive 567-3 "Use of Restraint Equipment," paragraph 18 was made in response to the changing offenders profile in the federal correctional environment.
