The information contained herein provides Contracting-out Consulting Services (SECA) with information on individuals and firms wishing to obtain contracts from the Translation Bureau (TB) and enables TB managers to make sound decisions with respect to contracting. Provision of the information is voluntary. However, missing information may result in the removal of individuals or firms from the bidding process. Under the Privacy Act, this information cannot be disclosed to third parties or firms, and you have the right to request access to your personal information. You also have the right to request that corrections or notes be made in your record. The information is kept in Federal Information Bank SEC PPU 005 (inventory of suppliers).
REGISTRATION CRITERIA
Individuals wishing to be listed in the inventory:
Shall be certified members in good standing of a provincial or territorial professional association affiliated with the CTIC AND have a bachelor degree in law in the case of legal specialties (attach copy of membership card and copy of law degree).
Firms wishing to be listed in the inventory:
Shall retain the services of at least one certified member in good standing of a provincial or territorial professional association affiliated with the CTIC (attach copy of membership card).
Individuals and firms already listed in the inventory:
To add specialties to their files:

To be registered in the legal specialties, firms must retain the services of at least one person who has a bachelor degree in law (attach copy of degree).

For legal specialties, individuals must have a bachelor degree in law and firms must retain the services of at least one person who has such a degree (attach copy of degree).
Individuals wishing to be listed in the inventory:
For major languages as defined under the United Nations Charter (i.e. Arabic, Chinese, English, French, Russian and Spanish):
-
the target language shall be their mother tongue
AND they shall:
-
have obtained a university degree or the equivalent in the target language (attach copy of degree);
-
provide representative samples of work in the source and target languages;
-
provide relevant references;
-
include a curriculum vitae.
For other foreign languages:
-
A case-by-case study of the suppliers' files shall be conducted by managers of the Multilingual Translation Directorate units.
Firms wishing to be listed in the inventory:
For each of the major languages requested:
-
Shall retain the services of at least one person who meets the criteria outlined immediately above.
For each of the major languages requested:

Shall meet the criteria outlined above for Individuals or Firms wishing to be listed in the inventory (foreign languages).
Registration criteria
Passing grade on a qualifying examination in the desired languages, OR Successful completion of the course Intensive Training in Conference Interpretation at the University of Ottawa.
Evidence of Successful Completion
Suppliers who request registration based on successful completion of the Intensive Training in Conference Interpretation course must provide documented evidence from the University of Ottawa that they have successfully completed this course.
Eligibility criteria for the qualifying examination
To be eligible for the qualifying examination, a potential supplier shall:

have a university degree in conference interpretation;
or
-
have a university degree in a related discipline, with solid experience in conference interpretation;
or
-
provide proof of at least two years' experience as an interpreter in a recognized organization;
or
-
provide proof of one hundred days of conference interpretation in a supervised setting over the past three years;
or
-
be a member of the International Association of Conference Interpreters;
or
-
be certified in conference interpretation by a provincial or territorial association affiliated with the CTIC, after obtaining a passing grade on the organization's standard examination.
Failure
Potential suppliers who fail the examination must wait twelve months before taking an examination for the same language combinations.
Registration criteria

Eligibility criteria for the qualifying examination
Except as indicated, to be eligible for the qualifying examination, a potential supplier shall:

be a member of the International Association of Conference Interpreters;
or
-
provide proof of at least two years' experience as an interpreter in a recognized organization;
or
-
have a university degree in conference interpretation;
or
-
have a university degree in a related discipline, with solid experience in conference interpretation;
or
-
provide proof of one hundred days of conference interpretation in a supervised setting over the past three years;

Potential suppliers who fail the examination must wait twelve months before taking an examination for the same language combinations.
Registration criteria

Passing grade on a qualifying examination in the desired languages.

Passing grade on the certification examination of the Association of Visual Language Interpreters of Canada (AVLIC).
Eligibility criteria for the qualifying examination
To be eligible for the qualifying examination, a potential supplier shall:

have a Diploma of Collegial Studies or the equivalent;
or
-
provide proof of at least two years' experience as a visual language interpreter;
or
-
be a member in good standing of a provincial or territorial professional association affiliated with the AVLIC.
Failure
Potential suppliers who fail the examination must wait twelve months before taking an examination for the same language combinations.
Individuals wishing to be listed in the inventory:
-
Shall be certified members in good standing of a provincial or territorial professional association affiliated with the CTIC AND have a bachelor degree in a relevant field in the case of legal, technical or scientific specialties.

Shall provide representative samples of terminology records in the official languages.
-
Shall be prepared to attend, at their own expense, a two-day information session on Terminology Standardization Directorate work methods.
Firms wishing to be listed in the inventory:
-
Shall retain the services of at least one person who is a certified member in good standing of a provincial or territorial professional association affiliated with the CTIC.
-
To be registered in the legal, technical or scientific specialties, shall retain the services of at least one person who has a bachelor degree in a relevant field.
-
Shall provide representative samples of terminology records in the official languages.
-
Shall be prepared to ensure that at least one person from the firm attends a two-day information session on Terminology Standardization Directorate work methods, at the firm's expense.
Individuals wishing to be listed in the inventory:
-
Shall have a university degree AND have taken university courses in at least one of the official languages and in a language other than an official language.
-
Shall be recommended by a national or international terminology organization.
-
Shall provide representative samples of terminology records in the source and target languages.
-
Shall be prepared to attend, at their own expense, a two-day information session on Terminology Standardization Directorate work methods.
Firms wishing to be listed in the inventory:
Shall retain the services of at least one person who meets the criteria outlined in this appendix for Individuals wishing to be listed in the inventory.
Individuals wishing to be listed in the inventory:
Shall have a passing grade on the examination administered by the Translation Bureau on English grammar, French grammar or both, as appropriate.
Firms wishing to be listed in the inventory:
Shall refer a potential supplier who will, on behalf of the firm, take the examination administered by the Translation Bureau on English grammar, French grammar or both, as appropriate. A passing grade on the examination is required for inclusion in the inventory.
Individuals and firms already listed in the inventory:
To have software added to their files:
-
Shall submit a signed document to SECA stating the names and versions of the software in question.
The payment of a one-time processing fee of $50 (subject to change without notice) is mandatory:
-
at the time a supplier is listed in the inventory (for a new supplier);
-
when a request to add specialties is submitted (for a supplier already registered).
No request will be processed until the fee has been paid.
This fee must be paid by cheque to the order of the Receiver General of Canada and will be charged only once during the entire that the supplier remains registered in the inventory.
