SERVICES PAY DIRECTIVE: 1988-104 (62)

SUBJECT: Deputy Ministers - Employer-paid GSMIP and Provincial Health Insurances

PURPOSE

1.1 This directive supersedes Services Pay Directive 1988-064(41) dated September 8, 1988 which provided processing instructions for the implementation of employer-paid GSMIP and provincial health insurances for Deputy Ministers.

Changes from the above-mentioned directive are identified by a vertical line.

BACKGROUND

2.1 The Treasury Board approved, by TB 808947 dated July 14, 1988, changes to the cost-sharing arrangement with respect to the GSMIP and provincial health insurance premiums for certain employees.

CANCELLATIONS

3.1 This supersedes and cancels Services Pay Directive 1988-064 (41) dated September 8, 1988.

POLICY

4.1 Effective October 1, 1988, the Government will contribute 100% of the provincial health insurance premiums for employees in the DM category residing in Alberta, British Columbia and Ontario and also 100% of the GSMIP premiums for Level III coverage for all employees in the DM category (DM equivalents are not included).

4.2 The amounts of the health insurance remuneration supplement entitlements will not be affected by this decision.

PROCEDURES/INSTRUCTIONS

5.1 In order to permit various premiums, many with employee contributions of $0.00, it will now be necessary to include both employee and employer shares of premiums when reporting GSMIP or provincial health care deductions for employees in the DM category.

5.2 Therefore, when either commencing or amending GSMIP or Alberta, British Columbia or Ontario health insurances for these employees, the government share must be completed in field 69. This field should not, however, be completed when commencing or amending overage dependent deductions for these employees.

5.3 In order that this change be reflected on the October pay cheques, all input to amend these deductions must be submitted prior to processing of the first pay in October.

5.4 Paying offices will confirm the date that these changes will be available for use in the system as well as the last possible date for input prior to processing of October pay.
