PURPOSE
1.1
The purpose of this directive is to outline interim payment procedures for the
new pay supplement negotiated in the Translation Group collective
agreement.
2
BACKGROUND
2.1
Article (7) (C) of the Translation Group collective agreement, signed on
November 1, 1991, provides for a supplement of four percent (4% of the
employee's pay scale) for an employee classified as TR-2 or TR-3 who is in a
position of translator assigned to multilingual service.

POLICY
3.1
Supply and Services Canada is currently unable to complete the necessary
programming to identify and render operational a new entitlement code for the
payment of the multilingual service supplement.
3.2
Pending the introduction of this new entitlement code, the following interim
payment procedures apply.
4
PROCEDURES/INSTRUCTIONS
4.1
If an employee is uniquely receiving the pay supplement for multilingual
service, then the four percent payment must be requested via entitlement code
083 (pay supplement).
4.2
If an employee is currently receiving another pay supplement in accordance with
the provisions of article 7 of the collective agreement, then the four percent
multilingual service supplement must be integrated with the percentage rate
paid under entitlement code 083. Edits have been removed in order to permit an
increased percentage rate payment.
4.3
Once programming has been completed, the details of the new entitlement code
will be outlined in a further Services Pay Directive.
