PURPOSE

The purpose of this directive is to provide a notice to Personnel Offices of
the upcoming automation of the PWGSC 2000 process, and the elimination of
Regional Pay Office certification of salary and service records on the PWGSC
2000 form.

This directive will provide Departments and Agencies on the Regional Pay System
with sufficient advance notice of the change to the current PWGSC 2000 process
in order that the necessary internal steps may be taken to ensure that salary
and service records can be accurately verified, without Pay Office
intervention, once the automated PWGSC 2000 process is introduced in the
fall of 1996.

The current procedures will remain in effect until the automated process is
introduced. The PWGSC 2000 form should continue to be sent to the Regional Pay
Offices for certification until advised, via a subsequent Compensation
Directive, of the effective date of this change.

BACKGROUND
|
2.1
|
The results of a 1995 review conducted by Superannuation Directorate, indicated
that information provided by client departments on the PWGSC 2000 form was very
accurate.
|
|
With implementation of the automation of the PWGSC 2000 process in the fall of
1996, it is anticipated that this accuracy rate will further increase since the
new system will pre-fill and pre-format input, thereby eliminating most
transcription or manual input mistakes which now cause a majority of the
errors.

POLICY

3.1
|
Based upon the review conducted by Superannuation Directorate, and the
improvements offered by the new automated System, a decision has been taken to
eliminate the Regional Pay Office certification of the PWGSC 2000 form later
this year.

3.2
|
It will be the responsibility of Departments and Agencies to ensure that the
salary and service records previously certified by the Regional Pay Office, are
accurately verified internally once the automated PWGSC 2000 process is in
place.

PROCEDURES/INSTRUCTIONS

4.1
|
The automated PWGSC 2000 process will be used in the majority of cases.
However, for non on-line departments, and for some unique situations, such as
dual employment, a manual PWGSC 2000 form will be required.
|

Even in cases where a manual PWGSC 2000 form is created, in order to ensure
consistent treatment, the Regional Pay Office will not be involved in the
certification of salary and service. The accuracy of the salary and service
information will be the full responsibility of the employing
Department.

4.2
|
The Regional Pay Office will continue to be responsible for certifying elective
service payments, Leave Without Pay deficiencies, and the date the employee
attained 35 years of pensionable service. A new form will be developed for this
purpose and further details will be provided prior to implementation of the new
process.

4.3
|
Additional and more detailed procedures will follow via Compensation Directive
and Training Packages prior to the implementation of the automated process in
the fall of 1996.
