PURPOSE
|

|
The purpose of this directive is to announce the implementation of the Pension
Support System and the Verification System effective October 21,
1996.

|
BACKGROUND
|
2.1
|
As described in Compensation Directive 1996-031 dated July 19, 1996, the
Pension Support System is a new automated system which will replace the manual
PWGSC 2000 process. The new Verification System is replacing the Contributor
Salary Verification application.

2.2
|
The Pension Support System is replacing the Pension Quotation and the
Contributor Salary Maintenance applications. In addition to the functions
performed by the previous applications, the Pension Support System will provide
access to maintenance for Leave Without Pay and Generated Service
records.

2.3
|
The Verification System is replacing the Contributor Salary Verification
application. In addition to the verification of salary records, it will allow
the verification of Leave Without Pay and Generated Service
records.
|
2.4
|
The Pension Support System screens will be pre-filled with data from the
Contributor System data base. The Compensation Specialist will make any
required corrections to the salary and service records which, subject to
verification, will update the Contributor System data base.
|
|
Once verification is complete, the Compensation Specialist may issue a SUBMIT
command to release all pertinent data for the account to Superannuation
Directorate via a new automated link.

2.5
|
A manual PWGSC 2000 form will still be required for :
|
|
a) non on-line regionally paid departments,
|
|
b) "Dual Remuneration" cases,
|
|
c) employees over age 71,
|
|
d) cases where the employee has grandfathered 30 hour service in the six year
average salary period, and a comparison is required to determine the greater
benefit between treating the service as full-time and as part-time (refer to
SAM Section 4.3.1),
|
|
e) "On-loan" cases where it is necessary to provide salary information so that
Superannuation Directorate may calculate the pension contributions for the
on-loan period,
|
|
f) cases where an amendment is required to a previously completed manual PWGSC
2000.
|
|
However, even in these cases, in order to ensure consistent treatment, the
Regional Pay Offices will not be involved in the certification of salary and
service.
|
2.6
|
The Regional Pay Offices will continue to be responsible for certifying
elective service payments, Leave Without Pay deficiencies, and completion dates
of 35 years pensionable service. The form PWGSC 2386 (Certification Notice -
Pension Support System) has been developed for this purpose. A sample of the
form is attached to this Directive.

PROCEDURES/INSTRUCTIONS
|

Processing of Manual PWGSC 2000 Form
|
3.1
|
For the cases described in Section 2.5 of this Directive, a manual PWGSC 2000
form must be completed. The original copy of the PWGSC 2000 must be sent to
Superannuation Directorate; a copy is to be sent to the Pay Office.
|
|
The Pay Office will not forward the PWGSC 2000 to Superannuation
Directorate unless there are arrears, deficiencies, or a 35 year pensionable
service completion date to be reported.
|

|
The Pay Office will certify the PWGSC 2000 for elective service payments, Leave
Without Pay deficiencies, and completion dates of 35 years of pensionable
service, and will forward the certified copy of the PWGSC 2000 to
Superannuation Directorate. Where the information described above does not
apply, the PWGSC 2000 will be filed by the Pay Office; it will not be necessary
for the Pay Office to forward a copy to Superannuation
Directorate.

The instructions in the Entitlement System DSS 2000 Manual for Personnel and
Pay will be amended in the future to reflect this change in
procedure.
|
3.3
|
It must be noted that effective from October 21, 1996, for the cases
where a manual PWGSC 2000 is completed, the Pay Office will certify only
elective service payments, Leave Without Pay deficiencies, and completion dates
of 35 years pensionable service. The accuracy of the salary and service
records will be the full responsibility of the employing department.

|
In order to ensure the integrity of the data used to calculate the
employee's pension benefit, the Compensation Specialist who reviews and amends
the salary and service information should be different from the Verifier who
verifies the data.

3.5
|
Paying Offices will continue to accept manual PWGSC 2000s until December 31,
1996; however, each Compensation Specialist is encouraged to use the
Pension Support System as soon as training is complete.

Manuals
|
3.6
|
The procedures for the use of the Pension Support and Verification Systems and
for the completion of the PWGSC 2386 are contained in amendments to: i) the
Entitlement System DSS 2000 Manual for Personnel and Pay and ii) the Annuitant
Procedures Manual for Superannuation Directorate.

3.7
|
It is expected that the amendments to the Entitlement System DSS 2000 Manual
will be issued during the week of October 14, 1996. The amendments to
the Annuitant Procedures Manual for Superannuation Branch will be issued in
December 1996.

Training
|
3.8
|
Formal training is being provided by PWGSC Training Officers to Compensation
Specialists and commenced September 9, 1996. Each Compensation
Specialist is expected to use the Pension Support System, instead of preparing
a manual PWGSC 2000 form (except for the cases described in Section 2.5 of this
Directive), as soon as his/her training has been completed.

|
Manual PWGSC 2000s, except for those cases outlined in Section 2.5 of this
Directive, prepared on or after December 31, 1996 will not be accepted
by the Pay Offices or by Superannuation Directorate and will be returned to the
appropriate client department.

3.10
|
Pay Office clerks will not require formal training for implementation of the
Pension Support System. Instructions for completion of the PWGSC 2386 are
contained in the Entitlement System DSS 2000 Manual for Personnel and
Pay.

|
Conversion of User ID's
|
3.11
|
During the weekend of October 19, 1996, all on-line Departmental users
who currently have access to Pension Quotation and/or Contributor Salary
Maintenance and Verification will automatically be assigned to the Pension
Support and/or Verification Systems. At that time access to Pension Quotation
and Contributor Salary Maintenance will be automatically
removed.
