SUBJECT: Reintroduction of Pre-retirement Transition Leave and Leave with
Income Averaging

PURPOSE
|

1.1
|
The purpose of this directive is to advise you of the reintroduction of the
Pre-retirement Transition Leave (PRL) and the Leave with Income Averaging
(LIA), effective February 1, 1999.
|
|
1.2
|
In this text, use of the masculine is generic and applies to both men and
women.
|
|

|
BACKGROUND
|
|
2.1
|
As you are aware, these two policies were originally introduced during Program
Review in 1995 and expired on June 22, 1998. As part of the negociated
settlements on the Work Force Adjustment (WFA) agreements, the LIA and PRL
programs were reintroduced and approved by the Treasury Board Ministers
effective February 1, 1999.

October 31, 1995, Compensation Directive 1995-050

POLICY
|
|
3.1
|
LIA and PRL policies, in effect on February 1, 1999, apply to all employees
covered by the Work Force Adjustment Directive 1998 (WFAD 1998), the Work Force
Adjustment Appendix to the Public Service Alliance of Canada collective
agreements (WFAA), as well as unrepresented and excluded employees.
To date, the employees covered by the Workforce
Force Adjustment Directive 1996 (WFAD 1996), members of the Social Science
Employees Association (BUDs 208 and 412), are not eligible for LIA or PRL.

|
The policies provided in Compensation Directive
1995-047
dated October 31, 1995, Section VII for PRL and Section VIII for LIA remain
valid. There are no changes to the policy for either of these
programs.

PROCEDURES/INSTRUCTIONS

The procedures provided in Compensation Directive
1995-047
dated October 31, 1995, Section VII for PRL and Section VIII for LIA and
Compensation Directive
1995-050
dated November 20, 1995 (for the French text only), remain valid. There are no
changes to the procedures for either of these programs.
